Force Protection Condition exercise in the event of a mass casualty after a terrorist attack on a facility

Force Protection Condition (German state to force protection ), with FPCON abbreviated, the terrorist threat referred to the armed forces of the United States of America and the US Department of Defense determined according to prescribed guidelines for self-protection of military bases in five security levels. In 2001, FPCON replaced the previously applicable Threat Condition (THREATCON) due to confusion with the threat analyzes of the US State Department and the Homeland Security Advisory System of the US Department of the Interior .

In the event of a terrorist threat, five different levels are available:

The five FPCON levels

  • FPCON NORMAL - No known enemy or threat and a routine security rating. Applies when a general global terrorism threat exists with the guarantee of routine security measures.
  • FPCON ALPHA - Possible threat from terrorist activity. Applies if there is an increased general threat level from possible terrorist activities against the personnel or a facility, the nature and extent of which is unpredictable.
  • FPCON BRAVO - Increased and Foreseeable Threat from Terrorism.
  • FPCON CHARLIE - Imminent threat of terrorism. Applies when an incident occurs or when there are intelligence reports, with a high probability of terrorist attacks or that personnel or a facility are the target.
  • FPCON DELTA - Proven terrorist threat or attack. Applies if in the immediate vicinity in which a terrorist attack occurred or if information from the intelligence service has been received that terrorist measures against a specific location or person are imminent.
