The Forensische Ambulanz Baden (FAB) offers outpatient psychotherapeutic treatment for (released) violent and sexual offenders , violent / sexual offenders and victims of sexual and violent offenses.

The FAB was opened on June 2, 2008 by the Treatment Initiative Victim Protection eV (BIOS-BW) and the North Baden Psychiatric Center on the premises of the Karlsruhe District Court . From the time it was founded until December 31, 2015, a total of 2,095 people received psychotherapeutic treatments or had them assessed. In 2015 around 450 therapies and assessments were carried out continuously. The FAB has been a publicly recognized aftercare facility in the states of Baden-Württemberg and Rhineland-Palatinate since 2015.

Victim protection is to be strengthened through the offer of the FAB. This is based on the knowledge that sufficient protection against dangerous violent and sexual offenders cannot be achieved solely through an increasingly strict judicial detention and sanction practice, but that further measures are required. Above all, this includes the treatment of the personality disorder that is usually present in such perpetrators, as successful treatment can significantly reduce the risk of relapse. A first scientific evaluation of a forensic outpatient clinic by Dahle and Sauter confirms this approach, since it was possible to reduce the relapse rate by 85% during treatment in such an aftercare facility.

The prerequisite for psychotherapeutic treatment of a criminal in one of the FAB treatment centers is usually:

  • the existence of a violent or sexual offense, in the case of supervision of conduct also other offenses,
  • readiness for treatment and the conclusion of a treatment contract or the declaration of release from statutory confidentiality, unless there are special features in the area of ​​management supervision,
  • a treatment indication for outpatient therapy to be determined by the therapists / doctors of the outpatient department,
  • the convicted person's consent to inspect the criminal judgment, the psychiatric assessments made, in the case of imprisonment or placement in the prisoner's personnel or medical files,
  • an application from the penal institution in the event of imprisonment,
  • a possibility of financing the therapeutic measure - also to be clarified by the therapists / doctors in the outpatient department.

The examination of the feasibility of outpatient therapy by the therapists of the Baden Forensic Ambulance, which is also necessary at the suggestion of the judicial authorities and the convicted person or defense counsel, is carried out in close coordination with the prison or the appointed probation officer and / or the responsible judicial authority.

In the case of offenders, the following target groups in particular come into consideration for psychotherapeutic treatment in the FAB:

  • Criminal offenders and other lawbreakers after sentencing to custodial sentences with probation (§§ 56 StGB, 21 JGG) or in the case of suspension of proceedings after other judicial conditions have been issued (§ 153 a StPO),
  • detained offenders, insofar as treatment measures are provided in the prison plan, in particular in the relaxation phase (§ 9 JVollzGB III BaWü),
  • Offender after Release from prison (§§ 57 ff. StGB, 88 JGG),
  • Those released and those to be released from the penal system (Sections 67 et seq. Of the Criminal Code),
  • Criminal offenders and lawbreakers within the framework of supervision (Section 68b (2) of the Criminal Code), also in preparation for an upcoming release.

The therapists in the forensic outpatient clinic have a wide range of therapeutic options at their disposal, using scientifically founded forms of therapy and in compliance with the usual documentation, supervision and training standards. This ranges from the psychotherapeutic treatment in individual and group settings of all types of offenders, in particular violent and sexual offenders, in crime-oriented therapy to the psychiatric and psychotherapeutic treatment of mentally ill offenders with different diagnoses. (e.g. depressive disorders, personality disorders) The experience of the FAB therapists also makes it possible to treat widespread comorbidity, i.e. mental disorder plus delinquency or delinquency / mental disorder plus substance abuse, in the same way.

In addition, through the nationwide well-known BIOS prevention project “Do not commit violent or sexual offenses”, the FAB also offers a contact point for so-called perpetrators. A criminal is a person who has not yet been convicted of a sexual / violent offense, but who either turns to the FAB on her own initiative, fearing to commit a sexual / violent offense or who has become suspicious by the authorities and thereby in the FAB is conveyed. It is not limited to “pedophile” people, but offers help in the sense of preventive victim protection for all persons who commit the - first attack on a child, the - further - consumption of child pornography or otherwise the commission of a sexual or Fear violent crime. The nationwide unique program for those with a tendency not to commit violent or sexual offenses has been scientifically carried out by the University of Heidelberg since January 1, 2013 - under the direction of Prof. Dr. Dieter Dölling and Prof. Peter Fiedler - accompanied. The aim is, in the sense of preventive victim protection, to convey effective strategies to the test subjects in dealing with their sexual or violent deviations and inclination to act. This is intended on the one hand to make it easier for them to deal with urgent fantasies, but on the other - and this is crucial - in terms of preventive victim protection, it should reduce the risk of a first-time commission of criminal offenses.

On the initiative of the treatment initiative for victim protection, the state parliament of Baden-Württemberg initially provided budget funds of initially 100,000 euros annually for the treatment of dangerous violent and sexual offenders, through which a total of six pilot projects for the treatment of violent and sexual offenders in several prisons in the state and individual therapeutic measures were carried out. Since the range of treatments in Baden-Württemberg has expanded considerably due to this support, the therapy project for sex offenders that was started in November 2007 is currently (2016) still being implemented in the Mannheim prison. On December 1, 2011, the treatment department for addicts violent offenders was set up in the Offenburg prison. The measure is aimed at violent and sexual offenders who, in addition to a personality disorder that contributed to the offense, also have an addictive substance problem. The treatment groups are scientifically supported by the University of Heidelberg, the Institute for Psychology (Prof. Dr. Peter Fiedler) and the Institute for Criminology (Prof. Dr. Dieter Dölling).

The mainly freelance therapists at the Baden Forensic Ambulance offer the judicial authorities in Baden-Württemberg, on their own responsibility and for their own account, the creation of assessments in an expert pool, in particular in addition to criminal prognostic assessments as well as so-called treatment reports in accordance with the administrative regulation on management supervision but also in accordance with Section 246 a para. 2 StPO.

Locations

Doctors and therapists offer a wide range of counseling and therapy options in Karlsruhe and the ten other treatment centers in Mannheim, Freiburg, Heidelberg, Heilbronn, Pforzheim, Bruchsal, Lörrach, Offenburg, Mosbach and, more recently, Villingen-Schwenningen.

On July 31, 2015, the Psychotherapeutic Ambulance Koblenz (PAKo) was newly founded. As of December 31, 2015, a treatment place in the new facility could already be offered for twelve released people who were under probation or management supervision. Now test persons from Rhineland-Palatinate can also be admitted to the Forensic Ambulance Bath (FAB).

The FAB is divided into the team of therapists, the ambulance management and the advisory board.

The team of therapists at the outpatient clinic is currently made up of 12 permanent and 25 freelance workers who are mostly very experienced psychological psychotherapists and qualified psychologists in the treatment of violent and sexual offenders.

The additional medical care of the test persons is guaranteed due to the cooperation of two psychiatrists and a doctor. The ambulance is run by the non-profit organization BIOS-BW. This also maintains the victim and trauma outpatient clinic in Karlsruhe / Baden (OTA), which victims of sexual and violent crimes can turn to. The therapeutic program for victims, which originally ran under the umbrella of the FAB, has been outsourced to the OTA since November 25, 2014.

The management team of the outpatient clinic is advised by an advisory board, which, in addition to a representative of the Baden-Württemberg Ministry of Justice, the judicial authorities in Karlsruhe and Pforzheim, the Bruchsal penal institution, the Baden-Württemberg social therapeutic institution, Neustart GmbH, also includes members of the Karlsruhe Police Department and the Weißes Ring eV in Karlsruhe.

On November 5th and 6th, 2015 BIOS-BW eV hosted the meeting of all forensic outpatient clinics in Karlsruhe. The heads of the various outpatient departments from all over Germany have gathered for the sixth time for a two-day meeting that the FAB planned and hosted this year.
