Formator

In the constitutional systems of the Netherlands and Belgium, a formateur or government builder is someone who, following an election to the Second Chamber of the Dutch Parliament (Tweede Kamer der Staten-Generaal) or the Belgian Chamber of Deputies , is commissioned by the monarch to form a cabinet .

The commissioning of the formatter is based on a recommendation by the informator who had previously investigated on behalf of the king or queen under what circumstances a cabinet with a parliamentary majority could be formed.

In cooperation with representatives of the future coalition parties , the formateur negotiates with candidates he considers suitable for a ministerial office or a post as state secretary about entry into the cabinet to be formed.

In his final report, the formateur then proposes the ministers and state secretaries for appointment by the king or queen. Usually the formateur is entrusted with the office of prime minister himself.
