The Network Technology / Network Operation Forum in the VDE ( FNN ) is a committee of the Association of Electrical, Electronics and Information Technology (VDE), with its own group of sponsors and its own office in the VDE building in Berlin.

aims

The FNN aims to ensure grid operation in Germany at all times when the consumption of electricity from renewable energies increases. The power grids are the central infrastructure of the energy transition, as they connect all actors with one another. In a global comparison, Germany has one of the most reliable networks. As part of the far-reaching restructuring of the power supply as a result of the energy transition, the tasks and architecture of the networks are fundamentally changing. The Forum Netztechnik / Netzbetrieb is the responsible committee in VDE eV that implements this change through technical regulation. To this end, FNN creates VDE application rules, instructions, studies and position papers, among other things.

Areas of work and topics

The association's main areas of work include the further development of power grids in Germany, the intelligent measuring system, the quality of supply, innovative grid technologies and environmental and nature protection. In the further development of the power grids, the interaction between the various players is increasingly coming to the fore. VDE application rules are a suitable means of defining the necessary regulations at the interfaces.

Further topics are the development of technical connection rules for all network levels, information security in power grids, technical security management and protection and control technology.

Working method

The central principle of the work at FNN is the participation of all groups involved. These include, for example:

  • Network operator
  • Manufacturer of generation systems and network technology
  • Builder and operator of decentralized generation plants
  • Electrical trade
  • Authorities
  • Other associations

They work together on technical solutions and concepts. The basis for this are clear and transparent processes, which usually lead to consensus-based decisions. The committee work is carried out on a voluntary basis, supported by the full-time employees of the office.

Technical rule-maker

With its set of rules, FNN plays an important role in the technical self-administration of the energy industry in Germany. With around 900 distribution network operators in Germany, the technical bundling function, the standardization of rules, is of great importance. A uniform set of rules is the basis for secure network operation. As a technical rule-maker, the FNN maintains a continuous exchange with authorities and politics as well as organizations such as ENTSO-E and Cigre.

Events

The FNN Network Technology Conference and the FNN Counting, Measuring and Testing (ZMP) conference take place every two years. Network operators, manufacturers of network technology and operating resources, representatives of politics and authorities and other specialist groups meet in Nuremberg every two years for the nationwide largest specialist congress on the subject of network technology and network operation. At the FNN specialist conference counting, measuring and testing, the industry discusses current developments and future challenges.

Together with the Energietechnische Gesellschaft im VDE (ETG) , the FNN regularly organizes the protection and control technology tutorial every two years. The TAB specialist forum also takes place annually, which deals with the technical connection rules for the various voltage levels. There are also numerous information days and other events on individual topics.

history

In the course of the reform of associations in the energy industry in 2007, in addition to the representation of political interests, the technical regulation for electricity network operators had to be reorganized. The starting point for the separation of lobbying work and technical regulation was a. the demands of the energy supervisory authorities for the neutrality and independence of technical regulation from political corporate interests.

For this purpose, the VDE has taken on the subject areas of network technology and network operation, which were previously dealt with in the Federal Association of Energy and Water Management (BDEW) and earlier in the Association of Network Operators (VDN). In order to ensure continuous processing of the topics, six employees who were previously entrusted with these topics switched to the VDE. The network technology / network operation forum in the VDE (FNN) has existed since June 1, 2008. a. the creation of practice-oriented application rules for the operation and safety of the operation of transmission and distribution networks. One example of this is the technical note " IEC 61850 from the user's point of view" , which summarizes recommendations for the application of the IEC 61850 standard for communication in switchgear and aims to support users in tendering and implementation. Experts from energy supply companies as well as manufacturers collaborated on the drafting.
