Francesca Barracciu (born June 11, 1966 in Sorgono , Sardinia ) is an Italian politician of the Partito Democratico . She was mayor of her hometown, a member of the European Parliament and State Secretary in the Ministry of Cultural Property and Tourism .

Life

Barracciu studied philosophy and education and then earned a postgraduate diploma in European politics and planning. She worked as a teacher of Italian, history and geography in state middle schools and of literature, Latin, history and philosophy in grammar schools and technical colleges.

From 1996 to 2000 she worked as a teacher for the history and politics of the European Union at vocational training institutes and companies as well as a consultant for local development and personnel at authorities and companies.

Before joining the Partito Democratico in 2007, Barracciu belonged to the Democratici di Sinistra and held many functions there. She was involved in the preparation and coordination of projects in the area of ​​the EU initiative EQUAL and headed the planning and development office for the educational institute of the Association of Small and Medium-Sized Enterprises of Sardinia.

After serving on the local council for a few years, she was mayor of Sorgono from 2005 to 2010. She was also a member of the Regional Council of Sardinia, from 2009 to 2012 she was Deputy Chair of the Regional Parliament. In 2010 she became deputy regional chairwoman of the Partito Democratico Sardinia.

From December 17, 2012 until her departure on February 27, 2014, she was a member of the European Parliament as a replacement for Rosario Crocetta . There she belonged to the group of the Progressive Alliance of Socialists & Democrats and was one of two representatives of the island of Sardinia. From February 28, 2014 to November 2, 2011, she was State Secretary in the Ministry of Cultural Property and Tourism.

Travel expense scandal

Francesca Barraciu ran in September 2013 in the primary elections for the office of Regional President of Sardinia, which she won. At the same time, the public prosecutor's office started investigations against her and 33 other (former) members of the regional parliament of Sardinia due to missing travel expense reports for the period from February 2006 to January 2009, whereby Barraciu was around 81,000 euros. At the end of December 2013 she therefore withdrew her candidacy and left the field to Francesco Pigliaru , who was then elected President of Sardinia on February 17, 2014. On the following February 28, Matteo Renzi made her State Secretary in his government , even though he had previously asked her to withdraw from the regional elections. Because of this new post, she also resigned from her parliamentary mandate in Brussels. When proceedings against Barraciu were initiated on October 21, 2015 regarding the travel expense reports, she resigned from her post as State Secretary.
