Francesco Pigliaru (born May 13, 1954 in Sassari ) is an Italian economist , university professor and politician of the social democratic Partito Democratico . From March 2014 to March 2019 he was President of the Autonomous Region of Sardinia .

Life

Francesco Pigliaru is the son of the Sardinian philosopher and university professor Antonio Pigliaru. Francesco attended a humanistic high school in his hometown of Sassari ( Liceo classico “Alberto Azuni” ) and then studied political science at the University of Sassari . He then completed postgraduate studies in energy management at the Scuola Superiore di Economia “Enrico Mattei” in Milan until 1979 and then a master’s degree in business philosophy at the University of Cambridge until 1981 , for which he received a scholarship.

In 1988 and 1989 Pigliaru taught as a visiting scholar at the University of California, Berkeley . From 1993 to 1998 he headed the economic research institute CRENOS, after which he became full professor of political economy at the University of Cagliari , of which he was Vice-Rector since 2009 . He was also a member of the board of the Banco di Sardegna .

From 2003 he supported the later President of the Sardinia Region, Renato Soru , in particular in drafting his political program, and after winning the elections in the following year in drawing up the coalition agreement for the center-left government. Pigliaru himself became regional budget minister, but resigned from this office in 2006 because of differences of opinion with Soru. In the two years he created the basis for a reorganization of the financial relations between Sardinia and the central government in Rome and achieved a repayment of outstanding amounts to Sardinia. Another focus was on incentives for Sardinian students abroad, who come back to Sardinia with the master and back program and should be better integrated into the labor market there.

On January 6, 2014, Francesco Pagliaru was selected by the Partito Democratico as a presidential candidate for the regional elections scheduled for February 17, 2014 after Francesca Barracciu , who was nominated in September 2013 after the relevant primaries , withdrew because of a financial scandal. Pagliaru won the direct election against his conservative predecessor Ugo Cappellacci with 42.45 percent of the votes.
