Life

He is said to have been a relative of King Arnulf . Others speak of the descent from a noble family from Hainaut. He entered a monastery and was a monk and teacher in Lobbes Abbey .

He was bishop of Tongeren and Liège since 856. He was present in January 860 at a synod of Lorraine bishops convened by Lothar II and in February at a synod and imperial assembly in Aachen . He has given his consent to the separation of Lothar II from his wife Theutberga and has thus fallen out of favor with Pope Nicholas . In June of the year 863 he took part in the peace treaty of the East and West Franconian Empire and Lorraine. He was also there in 865 when King Lothar was forced to accept Theutberga again as wife and queen after the unsuccessful attempt at divorce. After King Lothar's death and Ludwig the German took possession of his empire , Franco paid homage to him along with other bishops and greats in 869. In 870 he supported Ludwig in making Willibert Archbishop of Cologne. In the year 876, after Ludwig had crossed the Rhine , King Charles the Bald entrusted his wife to the protection of Franco, among other things.

In 884 he received various donations from Charles the Fat in the Metz area . The Vikings also suffered severe devastation in the episcopate of Franco. At times he was successful in defense. Together with King Arnulf he defeated the invaders in 891. In return he got the rich Lobbes Abbey in Hainaut with the associated possessions and rights. Arnulf combined this with the will to commemorate the anniversary of his father Karlmann's death and his accession to the throne every year in Lobbes as well as in Liège. He acquired several properties for the diocese in 894. His support for Duke Zwentibold earned him 898 more lands. The abbey of Fosse came to the diocese from the abbess Gisela.
