The listed building is located on Kiev's main street , Khreschtschatyk number 36. To the left of the building is the also listed central department store (ZUM) . In the city council building is the city council, the local government of the city of Kiev, which is what gave the house its name. The mayor of the city of Kiev (since June 5, 2014 Vitali Klitschko ) has his official residence in the building.

The lower three floors of the building are clad with granite , the seven floors above have narrow pillars and massive cornices. A memorial plaque reminds that on July 24, 1990 the national flag was officially hoisted on the flagpole in front of the building for the first time in the modern history of Ukraine . It is a cultural monument of local importance by resolution number 49 of the Executive Committee of Deputies of the Kiev City Council of January 21, 1986.
