The GVZ building insurance Canton Zurich 's cantonal building insurance . For over 200 years, the GVZ has insured all buildings in the canton of Zurich against fire and natural hazards. As the only building insurance in Switzerland, it also offers its customers limited earthquake insurance. The GVZ was founded in 1808 and is an independent public law institution of the Canton of Zurich .

In 2018, GVZ insured 294,747 buildings with insurance capital of 507.5 billion Swiss francs. The resulting premium income amounted to 125.9 million Swiss francs. A further 35.2 million Swiss francs were raised through fire protection taxes. On the other hand, there was an estimated total damage of 103.3 million Swiss francs. In addition, GVZ maintains an earthquake fund, which has accumulated with 200 million Swiss francs, and a reserve fund of 1,354.4 million Swiss francs.

Legal bases

The legal basis is formed by the Law on Building Insurance (862.1), the Implementation Regulations for Building Insurance (862.11), the Business Regulations for Building Insurance (862.111), the Law on Fire Police and Fire Brigades (861.1), the Ordinances on Preventive Fire Protection ( 861.12), about the fire brigade (861.2) and the subsidies from the building insurance company to fire protection (861.21) as well as the implementation regulations for the ordinance on the fire brigade (861.211), the ordinance on NBC protection (528.1).

The GVZ is subject to the supervision of the Zurich Cantonal Council , which approves the business report and the annual accounts. General supervision is carried out by the Zurich government council , which determines the groups of appraisers and the external auditors.

The board of directors, which mainly performs supervisory tasks, consists of seven members. This includes ex officio the board of the cantonal security directorate responsible for the building insurance company (formerly the GVZ was affiliated to the directorate of justice and the interior ) - currently government councilor Mario Fehr - as well as six members elected by the government council from the circle of house owners, the municipalities and the economy.

The management of the GVZ is incumbent on the management.

Operational structures

The GVZ has three departments: insurance, fire protection (formerly the cantonal fire police) and fire brigade.

Insurance department

The GVZ insures all buildings in the canton of Zurich against fire, natural hazards and earthquake damage. In the event of a claim, the GVZ takes care of the claims settlement as part of its insurance contract and compensates those affected. In terms of prevention, the GVZ provides building owners and builders with information on effective measures to prevent fire and natural hazards from flooding, hail and storms. The insurance department is also responsible for valuation in the canton of Zurich. There are 12 main appraisers in the canton of Zurich, who are also subordinate to other appraisers. The estimators are used to assess new buildings or extensions and conversions and to assess damage.

Fire Protection Department (Cantonal Fire Police)

Fire protection promotes fire prevention in the Canton of Zurich. Fire protection is responsible for implementing the Swiss fire protection regulations in the canton of Zurich. As part of this task, fire protection supports the municipal fire protection officers in the municipalities in their implementation and trains planners and many other construction workers. For buildings with an increased fire risk, the GVZ defines the fire protection measures and carries out periodic controls. Other fire protection tasks include issuing permits (e.g. permits to clean combustion systems in the canton of Zurich for chimney sweeps), subsidizing fire protection measures, and the acceptance and control of technical fire protection systems.

Fire Brigade Department (Cantonal Fire Brigade)

The fire brigade department exercises strategic supervision over the fire brigade in the canton of Zurich and coordinates the fire brigade system in close cooperation with the municipalities. The GVZ ensures a high level of operational readiness and quality for a canton-wide uniform training, equipment and alerting of the members of the fire brigade.
