Privy Councilor (Russia)

Privy Councilor ( тайный советник ) was a civilian rank in the Russian Empire . It was introduced by Peter the Great in 1722. Originally he was a fourth class but was upgraded to third class in 1724, being on the same level as a lieutenant-general in the army and a vice admiral in the fleet. The owner should be addressed as "Your Excellency" ( Russian Ваше Превосходительство , Vashe Prevoskhoditelstvo).
