The rules of procedure of the European Commission are the rules of procedure of the European Commission enacted on the basis of Art. 249 (1) TFEU and Art. 131 Euratom . It is published in the Official Journal of the European Union (Article 28 of the Rules of Procedure).

The rules of procedure are divided into four chapters. The first chapter deals with the structure of the commission (Articles 1 to 4), Section 1 (Articles 5 to 11) contains regulations on meetings of the Commission, Section 2 (Articles 12 to 16) on further decision-making procedures, Section 3 (Art. 17) on common specifications for the decision-making procedure and Section 4 (Articles 18 to 20) on the preparation and implementation of the Commission's decisions. The second chapter (Articles 21 to 23) contains more detailed information on the Commission's departments. The third chapter contains regulations for the representation of the members of the commission (Articles 24 to 27) and Chapter IV contains the final provisions (Articles 28 to 29).

The annex is the Code of Good Administrative Behavior in Relations between European Commission officials and the public . In addition to general principles and guidelines of good administrative practice, it contains regulations on the provision of information on the rights of those involved, the handling of inquiries, the protection of personal data and confidential information, and complaints.

The rules of procedure were originally adopted in 2000 on the basis of Article 16 of the ECSC Treaty , Article 218 (2) of the EC Treaty and Article 131 of Euratom and replaced the Rules of Procedure of September 18, 1999, amended by Decision 2000/633 / EC, ECSC, Euratom, which was repealed by Art. 26 of the Rules of Procedure.
