The rules of procedure of the Council of the European Union is the basis of Art. 240 para. 3 TFEU and Art. 121 para. 3 Euratom adopted rules of procedure of the Council of the European Union . It is published as a Council decision in the Official Journal of the European Union .

The Rules of Procedure themselves consist of 28 articles that regulate the organization and functioning of the Council. Six annexes are appended to it: Annex I is a list of the Council formations, Annex II contains eleven articles special provisions on public access to Council documents, Annex III and IV contain implementing provisions on the provisions on the weighting of votes in the Council, Annex V contains the Working methods of the enlarged Council and Annex VI provisions on the form of legal acts .
