Health goals were introduced by the Federal Ministry of Health in 2000 and are an instrument of health policy . The key players in the German health develop consensus overall goals, objectives and targets, as well as concrete measures in specific areas. You undertake to implement these goals and measures on your own responsibility. The Society for Insurance Science and Design e. V. (GVG) has been commissioned with a corresponding model project "Forum Gesundheitsziel.de". Gesundheitsziel.de has been a long-term cooperation network since 2007 , which is financed from the own resources of those involved. More than 120 organizations are involved in the cooperation network for the further development and implementation of health goals. There are currently nine federal health goals, including a. to: diabetes mellitus , breast cancer , reducing tobacco consumption, depression , growing up healthy, increasing health competence, preventing depressive illnesses, getting older healthy. Reduce alcohol consumption and health around childbirth.

There is also a specific target process at the level of some federal states.

In connection with the discussion on a prevention law , health goals - as far as they are trained on prevention - are to be given a more binding character at the federal level for the other political levels (states, municipalities). The development of these prevention goals will be based on the preliminary work on health goals.

The goals of health care are defined differently depending on the author. A good list is: access for all, quality, effectiveness, economy, and patient and staff satisfaction. The WHO has published numerous studies on national health goals.
