Marginal price (electricity)

The marginal price is decisive for energy supply companies when determining whether an electricity customer is obliged to pay the concession fee . It is published by the Federal Ministry of Economics and Technology (BMWi) .

The prerequisite is that the customer in question is a special contract customer for the supply of electrical energy , which in turn is subject to conditions.

The marginal price for calculating the concession fee corresponds to the average revenue of the penultimate calendar year per kilowatt hour (kWh) from the supply of electricity to all special contract customers in Germany. The average revenue includes the energy price (made up of labor and performance price as well as the network usage fee ), since 1999 the electricity tax and since 2000 the levies under the Renewable Energy Sources Act (EEG) and the Combined Heat and Power Act (KWKG) (from 2000 without VAT and without electricity tax refunds according to § 10 Electricity Tax Act ). The energy supply company then has to collect the concession fee of 0.11 ct / kWh and pay it to the municipality concerned if the customer's current average price exceeds the limit price applicable for the delivery year.

Problems in practice arise due to the liberalization or unbundling (separation of network operation and sales). The network operator is the debtor of the concession fees to the municipality. The customer's price knows only the supplier or suppliers, so the supplier has (or under years of supplier switching suppliers) to the network operator falling below the marginal price in an appropriate manner to demonstrate (eg by disclosure of the Customer Agreement -. Especially problematic if the network operator has an associated sales organization, or through an auditor's certificate).
