Greek National Broadcasting Council
The Greek National Broadcasting Council ( Greek Εθνικό Συμβούλιο Ραδιοτηλεόρασης Ethnikó Symvoúlio Radiotileórasis (ESR) ) is an independent authority in Athens and, according to the Constitution of Greece, is responsible for the control, establishment and evaluation of radio and television.
history
The ESR was established in 1989 by Law 1866 by the Greek Parliament . The first meeting took place in November of the same year. After repeated changes to the legal framework, the company is currently operated primarily by Laws 2863-2000 and 3052-2002 , secondarily by 2328-1995 , 2644-1998 and 3021-2002 , and by Presidential Decrees 310-1996 and 100 -2000 defined.
tasks
The main aim of the ESR is to ensure that political pluralism is maintained. It deals with the development of news and other journalistic and political broadcasting, entertainment and educational programs as well as advertising based on the codes of conduct of the individual industries. This also includes determining the most important elements of a television program such as genre , content, duration, production company , correct date and time display or the signal classification . As part of this task, it is necessary to control the programs and compliance with the applicable rules or codes of conduct of the ESR. The allocation of registration information about the institutions in the individual committees and the classification of the television programs in age groups (similar to the German FSK ) is also an area of responsibility, as is the examination of restructuring applications and claims for compensation, the compliance with viewer requests, and the protection of the rights of the intellectual property .

The functions of the ESR consist of the following sections:

The individual areas of responsibility are taken over by separate departments. These are staffed by specialized staff from various disciplines, the composition being determined by the director. There is also a council.
Technical department
The technical department is responsible for checking compliance with the technical standards for the broadcasting stations and is involved in all relevant scientific programs that develop new technologies for broadcasting or change existing ones.
Logistic department
The logistics department organizes the work of the employees. She is also responsible for dealing with economic issues and the provision of material and supports the Council in the areas of IT systems and telecommunications .
Licensing and Legality Department
The department grants, extends or changes licenses to free radio and TV stations on the one hand, such as amateur radio or network stations that offer all technical means for transmission and signal processing for download (so-called streaming media ) and, on the other hand, to companies operating in the commercial Broadcasting and broadcast their programs via terrestrial channels . The department also monitors compliance with the broadcasters' license rules.
Communication Department
The department maintains the website, takes care of public relations and informs citizens, authorities and media representatives about the activities of the ESR.
Competitive Control and Transparency Department
The tasks of the department are to make licensed radio or television stations as well as products from advertising companies, publishing companies and newspapers available to companies. It provides the hardware and software necessary to gain access to services and electronic or printed forms of an educational or scientific nature. The department also controls violations of competition rules.

The ESR consists of a seven-member board. It consists of the President, the Vice President and five other members. The provisions of Article 101a ensure the protection of the personal and functional independence of the members. Decisions are made by all members of the council by a majority of four fifths. The term of office of the members is four years and can be extended once.
