Hattenheim talks

The Hattenheim Talks took place from January to July 1950, initially in Hattenheim and finally in Maria Laach . They were led by representatives of the chambers of industry and commerce and the trade unions . Employees from the Federal Government 's Ministry of Economic Affairs were also represented at the talks . The topic was equal participation in the coal and steel industry with more than 1,000 employees in the British zone . Wilhelm Vorwerk is considered the initiator . There were three meetings in total: the first from January 9th to 13th, 1950, the second on March 30th and 31st and the last on July 5th and 6th, which ultimately led to the termination.

Essentially, it was about "the basic features of a future Federal Economic Council ( Federal Ministry of Economics ), the establishment of state economic councils at regional level, the restriction of the tasks of chambers of industry and commerce and, to a large extent, the external right of co-determination of the trade unions in human and social areas." The partners came to an agreement on all these points. ”There was no agreement on the issues of co-determination. The demands of the trade unions to fill half of the supervisory board with trade unionists - possibly even from outside the company - were unacceptable to the industrial representatives and ultimately led to their talks being broken off.

Nevertheless, the conversations were very helpful. A bill was drafted that pushed back the right of co-determination at federal level that had been transferred to the states since 1946 since the repeal of the law on the regulation of national work (law of January 20, 1934) in order to eliminate injustices that had developed between the states. The bill was passed by the Cabinet on January 23, 1951.
