The main committee of the National Council is a parliamentary body of the National Council that participates in the implementation of the federal government .
function
The main committee is responsible for the following tasks in particular:
- He prepares referendums . (Art. 49b B-VG )
- He participates in certain ordinances. (Art. 55 para. 5 B-VG)
- It proposes the President of the Court of Auditors (Art. 122 Paragraph 4 B-VG), the members of the Ombudsman Board (Art. 148g Paragraph 2 B-VG) and the chairman of the Parliamentary Armed Forces Commission (Section 4 Paragraph 9 of the Defense Act).
The main committee is of particular importance within the framework of the European Union :
- Agreement must be reached with him in the preparation of the proposals for the appointment of members of the European Commission , the Court of Justice of the European Union , the Court of Auditors and the Administrative Board of the European Investment Bank . (Art. 23c para. 2 in conjunction with Art. 23k para. 2 B-VG )
- It can issue opinions which the competent Federal Minister in the Council may only depart from for compelling reasons relating to integration and foreign policy (Art. 23e in conjunction with Art. 23k Para. 2 B-VG), also within the framework of the common foreign and security policy . (Art. 23j in conjunction with Art. 23k para. 2 B-VG)
- He can forward requests about projects of the European Union to its organs. (Art. 23f para. 4 in conjunction with Art. 23k para. 2 B-VG)
- He participates in the subsidiarity complaint . (Art. 23g in conjunction with Art. 23k para. 2 B-VG)
The main committee delegates these tasks to its standing subcommittee on European Union affairs .
composition
The National Council has 183 members and the Main Committee currently has 21 members, who are elected according to the strength of the parliamentary parties and proposed by electoral lists of the parliamentary clubs. The exact composition is the subject of the rules of procedure; the total number depends, among other things, on the negotiations between the parties . ÖVP currently has 7, SPÖ and FPÖ each 6, and NEOS and PILZ one member each. Usually the respective chairmen of the parliamentary clubs are sent to the committee. There are also other high-ranking MPs there.

The main committee elects a standing subcommittee , which must be able to meet at any time. This body has the following tasks:
- If the Federal President dissolves the National Council (which has only happened once in the history of Austria), he takes over the tasks of the main committee (which is dissolved with the National Council).
- In exceptional situations, such as natural disasters or war, the Standing Subcommittee is of particular importance: If the National Council cannot meet, the Federal President may issue emergency ordinances. To do this, however, a proposal from the federal government is necessary, which in turn needs the consent of the permanent sub-committee of the main committee.
Like the main committee, the subcommittee of the main committee currently consists of 21 members who are selected from the members of the main committee according to the size of the parliamentary group. Current composition: ÖVP 7, SPÖ and FPÖ 6 each, NEOS and PILZ 1 each.
