Wolfgang Sobotka (2013)

Wolfgang Sobotka (born January 5, 1956 in Waidhofen an der Ybbs ) is an Austrian politician ( ÖVP ), historian , conductor and former teacher . He has been President of the Austrian National Council since December 20, 2017 .

From April 21, 2016 to December 18, 2017 he was Federal Minister for the Interior of the Republic of Austria . From 1998 to 2016 he was provincial councilor in the Lower Austrian provincial government and from 2009 to 2016 he held the position of deputy governor.

Life

Sobotka is the son of a teacher. Wolfgang Sobotka studied history at the University of Vienna , cello and music education at the University of Music and Performing Arts Vienna and conducting at the Bruckner Conservatory in Linz . He taught until 1992 and from 1996 to 1998 as an AHS teacher in his hometown of Waidhofen an der Ybbs and from 1972 to 1998 was first a teacher, then head of the local music school. From 1980 to 1987 he held the office of city archivist and from 1989 to 1998 was a lecturer at the University of Music and Performing Arts Vienna .

His political career began in 1982 when he moved into the Waidhofen municipal council, where from 1992 he was councilor for finances and chairman of the Waidhofen People's Party. In 1992, Governor Erwin Pröll brought him to the Lower Austria People's Party as a political and education officer and held this position until 1996. In 1996 he became mayor of Waidhofen an der Ybbs, and in 1998 he moved into the Lower Austrian provincial government as financial councilor .

In February 2009 he was appointed deputy governor. Since 2011 he has been regional chairman of the ÖVP sub-organization NÖAAB (Lower Austrian Workers' Association). He has headed the ÖAAB's educational working group since 2013.

When the costs for the State Garden Show in Tulln had risen from a planned five million to 21 million euros, the State Audit Office and the opposition criticized Sobotka; FPÖ and Greens called for his resignation. Sobotka also came under fire for the assessment of sold home loan receivables. Josef Leitner accused him in April 2009 that of the 4.4 billion euros invested up to this point, a loss of one billion euros had occurred. At the beginning of June Leitner spoke of actual losses of 312 million euros. In a press interview, Sobotka pointed out that although the book value is 3.6 billion, one billion has so far flowed into the state budget. He also thought the 2002 6 percent interest rate was conservative. He assumed a fluctuation range of 10 percent upwards and 16 percent downwards, which is still the range.

He initiated the Nature in the Garden campaign and the Tut gut! and campaigned for the introduction of a commuter promotion, called Commuter Euro . Since 2012 he has been chairman of the advisory board of the Alois Mock Institute.

Most recently, Sobotka was in the state government of Pröll VI, among other things, state councilor for finances, the labor market and community affairs.

On April 9, 2016, it was announced that Sobotka would succeed Johanna Mikl-Leitner in her position as Austrian Minister of the Interior . Sobotka was sworn in as Interior Minister on April 21 by Federal President Heinz Fischer . Mikl-Leitner took up Sobotka's position in the Lower Austrian provincial government .

In the first few months after taking office as Minister of the Interior, Sobotka was particularly noticeable because of the calls for a tougher asylum policy and more powers for the police. He achieved a tightening of the right of assembly . Since then, gatherings have to be registered 48 hours in advance and there must be a minimum interval between rival rallies. After the riots at the G20 summit in Hamburg , he called for further tightening of the demonstration law. Due to the increased crime rate between 2015 and 2016, Sobotka also called for the maximum asylum limit to be lowered. Parts of his positions, such as the further tightening of the right of assembly (for example, a meeting leader who does not work with the executive should be held liable for damage during demonstrations), were, however, also viewed critically in the ÖVP.

In 2017, Sobotka submitted a draft security package. The police should have access to the cameras of the ÖBB , Asfinag and Wiener Linien to make it easier for the police to solve crimes. Technical possibilities should also be created to be able to monitor modern online communication if necessary (e.g. WhatsApp ). This project was critically received by the Supreme Court , among others . The protection of the constitution demanded access to online communication. The package failed because of the resistance of the SPÖ.

In September 2017, the news magazine Profil reported that Sobotka had given a police inspection instructions on how to deal with the boat accident of one of his friends. According to a statement by the Carinthian state police director Michaela Kohlweiß, Sobotkas should not have given any instructions.

As a conductor he recorded, among other things, the Mozart serenade Eine kleine Nachtmusik with the Cappella Istropolitana , the recording was used as the score for the film Wilde Maus by Josef Hader , released in 2017 .

In the National Council election in Austria in 2017 , he was the ÖVP's top candidate in his home state Lower Austria.

On December 20, 2017, Sobotka was elected its First President by the Austrian National Council (61.3%) .
