Alois Stoeger (* 3. September 1960 in Linz ) is an Austrian trade unionists ( FSG ) and politician ( SPÖ ). He was Austria's Minister of Labor and Social Affairs from January 26, 2016 to December 18, 2017 . It was his third department, having previously headed the Transport Ministry and before that the Ministry of Health .

Life

After finishing school, Stöger, who grew up in Allerheiligen im Mühlkreis , completed an apprenticeship as a machine fitter at VÖEST in Linz. In 1982 he became chairman of the Upper Austrian youth union, from 1986 he was secretary of the metal-mining-energy union . He was also a local councilor from 1997 to 2003 and a councilor in Gallneukirchen from 2003 to 2008 . In addition to his professional activity as a trade union official, he completed advanced training courses in the Social Academy of the Vienna Chamber of Labor and in the European Social Academy. He also completed a distance learning course in “Social Practice” at the Marc Bloch University in Strasbourg.

In mid-2005 he was unanimously elected chairman of the Upper Austrian Regional Health Insurance Fund (OÖGKK). Due to the financial leadership of the OÖGKK, he received great support from his party.

Stöger is married for the second time and has an adult daughter from his first marriage.

On November 24, 2008, Stöger was designated as Minister of Health in the newly formed Austrian federal government by SPÖ chairman Werner Faymann , and on December 2, 2008, Faymann I was sworn in together with the federal government .

One of the main concerns was the cash register restructuring package that Stöger presented to the Council of Ministers in April 2009. This intended to reduce the existing financial deficits of the health insurance companies.

As health minister, he was criticized on many levels in relation to the protection of non-smokers. The Greens MP Eva Glawischnig-Piesczek accused Stöger of indifference and described his solution to structurally separated non-smoking / smoking areas as a farce.

Other priorities of his policy were nutrition and healthy eating. From the beginning of 2011, the Minister of Health implemented the “National Nutrition Action Plan” (NAP.e.).

After the health insurance company had been restructured and group practices had been set up, Stöger began negotiations on a nationwide health reform in autumn 2010. In the health care reform planning, management and financing should be in the health sector placed in a shared responsibility and transparency increased. The reform was passed on April 26, 2013 with the votes of the SPÖ, ÖVP and the Greens in the National Council.

From September 1, 2014 he was Federal Minister for Transport, Innovation and Technology . In 2014, in this capacity, he threatened Austria with a lawsuit against the planned car toll in Germany for violating the EU ban on discrimination. The EU Commission agreed that the planned charge was not justifiable under EU law. In summer 2015, the Federal Republic of Germany postponed the introduction until the European Court of Justice had decided.

In 2015, his ministry issued a decree that no longer allows "Nazi license plates" (e.g. "NSDAP", "88" or "HH") as desired license plates. The list of prohibited codes was drawn up by the Mauthausen Committee Austria and also includes license plates such as "ISIS" or "IS".

From January 26, 2016, Stöger was Minister of Social Affairs . In July 2017, the Ministry of Social Affairs launched “Aktion 20,000” to reduce unemployment among older workers. Before the National Council election in 2017 , in which he was also the top candidate in Upper Austria, Stöger called for improvements for minimum pensioners. During his term of office, the care recourse was also abolished, which means that the private assets of those in need of care can no longer be used for care costs. In November 2016, Stöger commissioned the VKI to bring a representative action against BAWAG , as BAWAG had introduced a new account model in which customers sometimes have to pay a fee from the second machine transaction onwards. In 2016, under Stöger, the budget for the AMS was increased by almost 200 million euros. In 2016, Stöger also wanted to achieve a nationwide regulation of needs-based minimum income, but failed due to resistance from the federal states.

In 2016, Stöger was criticized for the fact that the pensions were increased by only 0.8% in the following year and were settled with a one-off payment of 100 euros, the "pensioner hundred". However, these 100 euros were not paid out in every federal state .

From February 15, 2017 until the death of Health and Women's Minister Sabine Oberhauser on February 23, 2017, Stöger represented Oberhauser after she had announced that she would have to undergo several operations and that she was currently unable to perform her office. From February 24, 2017 to March 8, 2017, Stöger was temporarily entrusted with the agendas of the Ministry of Health and Women's Affairs by Federal President Alexander Van der Bellen .

Stöger has been a member of the National Council since November 2017 and head of social policy at the PRO-GE union since March 2018 .
