Herbert Salcher

Herbert Salcher (born November 3, 1929 in Innsbruck ) is a former Austrian politician ( SPÖ ).

Herbert Salcher was a member of the Innsbruck municipal council from 1960 to 1969 and was party chairman of the Tyrolean SPÖ from 1969 to 1981. As Deputy Governor in Tyrol , he was responsible for health and social affairs from 1970 to 1979. In 1979 Bruno Kreisky appointed him to his cabinet as Federal Minister for Health and Environmental Protection . From 1981 to 1984 he was Federal Minister of Finance .

Biography and professional career

Herbert Salcher received his doctorate in law in 1955. From 1950 he worked for the Tyrolean health insurance fund and in 1962 became a deputy director.

From 1946 he was politically involved in the socialist youth movement and was a member of the Innsbruck municipal council from 1960 to 1969. In 1969 he became party chairman of the Tyrolean SPÖ and on October 20, 1970 Deputy Governor, responsible for health and social affairs.

On November 5, 1979, he succeeded Ingrid Leodolter as Federal Minister for Health and Environmental Protection in the Kreisky IV cabinet .

During his tenure as minister of health and the environment, a. the Medicines Act, the Meat Inspection Act, the preparations for the establishment of the "Academy for Occupational Medicine" and the establishment of the "Association for Health Education and Advice". The campaign “It works without smoke” is still remembered today. Furthermore, the preparatory work for the environmental impact assessment , the creation of the basis for the "environmental fund" and the expansion of environmental education should be emphasized .

After the break between Federal Chancellor Bruno Kreisky and the then Finance Minister Hannes Androsch , Herbert Salcher moved to the Ministry of Finance on January 20, 1981.

From May 24, 1983 to September 10, 1984, Salcher was Finance Minister in the cabinet of Federal Chancellor Fred Sinowatz . The decision to hand over a statement of the facts in the tax matter of his predecessor Hannes Androsch to the public prosecutor's office led to his replacement.
