Willibald Pahr (born June 5, 1930 in Vienna ) is an Austrian politician , diplomat and lawyer. As the successor to Erich Bielka-Karltreu and predecessor of Erwin Lanc, he was the eighth Foreign Minister of the Second Republic .

Life

Willibald Pahr studied law at the University of Vienna (Dr. jur.) And is a graduate of the College of Europe in Bruges . 1952–1954 he was an assistant at the Institute for International Law and International Relations at the University of Vienna. From 1955 to 1976 he was a member of the constitutional service of the Federal Chancellery, from 1968 as head of its international department and from 1973 as head of the constitutional service.

In 1976 he was appointed Federal Minister for Foreign Affairs . He held this office as the fourth non-party member in a row until 1983, before he served as the Austrian Ambassador to the Federal Republic of Germany from 1983 to 1985 (assigned to this by the Federal Chancellery). Pahr was then Secretary-General of the United Nations World Tourism Organization from 1985 to 1989 , before being seconded to the Federal Chancellor in 1990. He later worked from 1991 to April 1995 as a special representative for refugee and migration issues in the Federal Ministry of the Interior. Pahr retired in April 1995.

In addition, Willibald Pahr u. a. President of the Expert Committee on Human Rights of the Council of Europe, President of the International Cambodia Conference, Chairman of the Advisory Board of the International Center for Migration Policy Development, Vice-President of the International Institute for Human Rights (Institut René Cassin), Member of the Governor and Executive Council of the European Cultural Foundation, from the General Assembly United Nations elected member of the International Committee for the Elimination of All Forms of Racial Discrimination, Members of the Independent Commission for International Humanitarian Affairs, President of the European Movement in Austria and Vice-President of the European Federalist Movement in Austria. Willibald Pahr is currently still President of the Association of Austria-Nordic Countries and Honorary President of the Austrian Society for Foreign Policy and the United Nations.
