Walter Pöltner

Walter Pöltner (born February 29, 1952 in Vienna ) is an Austrian lawyer, top civil servant and politician (formerly SPÖ ). From May 22, 2019 to June 3, 2019, he was Austrian Federal Minister for Labor, Social Affairs, Health and Consumer Protection .

Life

education

Pöltner is the son of a blacksmith for the Austrian Federal Railways , his grandfather was a master roofer in Burgenland.

From 1967 to 1970 he did an apprenticeship as an industrial clerk at Semperit AG and stayed there until 1980 as a clerk. In the Semperit House on Wiedner Hauptstrasse in Vienna (today the seat of the Federal Chamber of Commerce ), the air conditioning systems were his area of ​​responsibility. He graduated from secondary school in 1981 and then studied law . In 1986 he received his doctorate as Dr. iur. .

Professional career

Pöltner then worked in the Federal Chamber of Labor until 1991 , from 1989 as its head of the social insurance department.

In 1990 Pöltner was brought to his ministry by Josef Hesoun , the then Federal Minister for Labor and Social Affairs , and between 1991 and 1994 he was ministerial secretary. In 1993 Pöltner was involved in the introduction of the care allowance . Between 1994 and 2002, Pöltner was group leader in Section II and first deputy to the section management.

Under the liberal Minister of Social Affairs Herbert Haupt , Pöltner became Section Head of Section II Social Insurance in 2002 . He remained in this position under the following ministers until his retirement in 2015.

In retirement, Pöltner acted as an advisor to Minister Beate Hartinger-Klein . In accordance with Section 538z (8) ASVG, she made him the acting head of the organizational office of the transition conference , with which the former main association of Austrian social insurance institutions will become the smaller umbrella association of social insurance institutions . According to § 538t Paragraph 8 ASVG, this is happening at the same time as the Austrian Health Insurance Fund , in which the nine regional health insurance funds of the federal states will be merged with effect from January 1, 2020 . In the function of provisional head, Pöltner should be active until June 30, 2019 and be replaced by the office manager of the future umbrella association to be appointed on July 1, 2019 ( Section 538z (7) ASVG). This function was prematurely terminated by his appointment as minister and not resumed afterwards.

In October 2019 it was announced that he would take over the management of the old-age pension commission decided by the SPÖ-ÖVP federal government. The constituent meeting of the Old Age Security Commission took place on November 7, 2019, at which Pöltner was elected chairman. Originally, the start date was January 1, 2017.

Politics and science

In a political position, Pöltner sat at least during the time of the black-blue government coalition as a “red [SPÖ] councilor in Schwadorf , that didn't matter to the key”. According to current reports (May 2019) "he is said to have [meanwhile] left the SPÖ"

Pöltner teaches as an honorary professor for social law at the University of Salzburg .
