The Austrian Health Fund (ÖGK) is the product of a comprehensive reform of the social insurance institutions in Austria. As a result of the merger, the previously 21 insurance carriers were reduced to five on January 1, 2020. By merging the nine regional health insurance funds and the company health insurance funds Kapfenberg, voestalpine Bahnsysteme, Mondi and Zeltweg, the new Austrian health insurance fund was created. The seat of the ÖGK is in Vienna.

7.2 million people are currently insured with the Austrian Health Insurance Fund. Across Austria, over 12,000 employees work in more than 120 service points and 100 health facilities, including the Hanusch Hospital in Vienna . With a service volume of almost 15.3 billion euros, the Austrian Health Insurance Fund will cover the health care needs of its policyholders in 2020.

On December 13, 2018, the Austrian National Council passed the Social Insurance Organization Act (SV-OG) to merge the existing 21 into five social insurance institutions. The nine regional health insurance funds were merged to form the Austrian Health Insurance Fund on January 1, 2020, the Public Employees Insurance Company (BVA) and the Insurance Company for Railways and Mining (VAEB) to become the Insurance Company for Public Employees, Railways and Mining (BVAEB), the Social Insurance Institution of Farmers (SVB) and the Social Insurance Institution of the Commercial Economy (SVA) to become the Social Insurance Institution of the Self-Employed (SVS). The reform of the General Social Insurance Act (ASVG) also included the integration of the Mondi, Voestalpine Bahnsysteme, Zeltweg and Kapfenberg company health insurance funds into the ÖGK as of January 1, 2020, as well as the integration of the Viennese transport company’s company health insurance fund into the BVAEB and the health care institution of the City of Vienna's employees result.

On April 1, 2019, Matthias Krenn became the first chairman of the ÖGK, and until the end of 2019 he headed the transition committee parallel to the previous bodies. On the employer side, Peter Genser, Christian Moser, Ursula Krepp, Helwig Aubauer and Martin Puaschitz were nominated for the transition committee and later board of directors of the ÖGK in addition to Matthias Krenn. On the employee side, Andreas Huss, Barbara Teiber , David Mum, Franz Binderlehner, Manuela Majeranowski and Martin Schaffenrath were nominated for the transition committee.

On June 11, 2019, Bernhard Wurzer was appointed General Director. Furthermore Alexander Hagenauer, Georg Sima and Rainer Thomas were appointed as his deputies. The new board of directors became active on July 1, 2019.

Minister of Social Affairs Brigitte Zarfl put the costs of the merger in an answer to a question at 300 to 400 million euros.
