The Social Insurance Institution of the Commercial Economy (SVA) was a statutory social insurance agency in Austria . The successor is the Social Insurance Institution for the Self-employed (SVS) through merger with the Social Insurance Institution for Farmers (SVB) based on the Social Insurance Organization Act (SV-OG). On April 1, 2019, the constituent meeting of the SVS transition committee took place, the body entrusted with the implementation of the merger of the social insurance institute for farmers (SVB) with the SVA to form the social insurance institute for the self-employed (SVS). The new organizational structure is valid from January 1st, 2020.

tasks

The SVA was the health and pension insurance for the self-employed and entrepreneurs and, with a budget volume of around 5 billion euros (2017), the second largest social insurance provider in Austria. The SVA was organized on a decentralized basis, with a central office in Vienna and nine regional offices in the federal states. There were also four health centers: the SVA health center in Vienna, the HerzReha Bad Ischl (Upper Austria), the Neurological Center on Vienna's Rosenhügel and the Malcherhof Baden Clinic (Lower Austria).

The chairman of the SVA was Harald Mahrer from June 2018 to December 31, 2019 , the two vice chairmen were Karlheinz Kopf and Wilhelm Turecek. Previously, Christoph Leitl was chairman, the two vice chairmen were Alexander Herzog and Wilhelm Turecek. Hans Aubauer was general director.

The group of insured persons includes:

  • Members of the chambers of commerce and industry (traders)
  • Shareholders in an OG and the shareholders with unlimited liability in a KG, provided the company is a member of one of the chambers of commerce
  • Managing partners of a GmbH, provided the company is a member of one of the chambers of commerce
  • Self-employed people without a trade license (new self-employed)
  • Freelance doctors, pharmacists, patent attorneys and civil engineers

The recipients of an SVA pension are also insured in the health insurance, and relatives of the insured persons such as spouses, partners and children can be included in the insurance cover. As a health insurance company, SVA thus looked after around 820,000 customers. As a statutory pension insurance, the SVA was responsible for around 440,000 insured persons.

Use of funds:

The benefits for the insured persons are financed through their contribution payments. The contributions that the insured persons pay in are also directly used in the form of benefits (pay-as-you-go system): 65% of the contributions go to pension provision, 26% to health protection, 2% to accident insurance and 5% to self-employed provision. The administration costs are 2%.

The legal basis is regulated in the Commercial Social Insurance Act (GSVG) and the Freelance Social Insurance Act (FSVG) .

SVA preventive program "independently healthy"

For health insurance benefits, SVA policyholders generally have to pay a deductible of 20% (except for all children and groups such as the socially weak or chronically ill). In order to reduce this deductible from 20% to 10%, the insured can voluntarily take part in the health care program "Independently healthy". For this purpose, a health check is carried out with a family doctor, which consists of a preventive examination including an EKG and blood count . Together with the doctor, health goals are set in the areas of blood pressure , body weight , exercise , tobacco , alcohol - with the aim of maintaining good values ​​or improving individual areas. After a period of around six months there is an evaluation interview. If the goals are achieved, a reduction in the deductible can be requested. If all health goals have been implemented, the next examination is only due after two to three years, depending on the age.

Transformation process SVA 2020

SVA is currently transforming and digitizing its internal and external processes for its customers, which should make the handling of SVA activities - from standard issues to health care programs - practical and easy like booking a flight. Customer service - in person, by telephone and digitally - is being expanded and the customer experience is being improved bit by bit. Even now, already in the ongoing transformation and digitization project "SVA 2020", efficiency increases are evident: firstly, through a variety of online services such as B. the digital initial registration, the digital customer zone with integrated premium account, the digital submission of elective doctor's invoices, the digital prescription approval or the provided online forms. Second, with networked training and support from the SVA health coach during and after rehab in the health center. Thirdly, through the new backbone system in the reporting, insurance and contribution system, which is constantly being expanded. And fourth, through the new telephony concept with a central service point and number for all customers and an underlying digital information system for SVA employees. The underlying software for the online forms comes from the Austrian IT company aforms2web , which develops formal solutions in the areas of e-government and e-business.

As the fastest growing social insurance company in Austria, the SVA has found a way to cope with the additional 60,000 new registrations as well as the seven percent customer growth annually without increasing costs accordingly. In the future, standard processes can be handled digitally - this gives the supervisors more time for individual customer service. The "SVA 2020" project has the character of a beacon within European social security systems, it was started by General Director Hans Aubauer together with Deputy Chairman Alexander Herzog.
