Franz Hums

Franz Hums (born September 8, 1937 in Sommerein , Lower Austria ; † March 1, 2015 in Mitterndorf an der Fischa , Lower Austria) was an Austrian politician ( SPÖ ).

Life

After graduating from high school , Franz Hums worked as a dispatcher for the Austrian Federal Railways (ÖBB) from 1955 and graduated from the social academy of the Chamber for Workers and Salaried Employees in Mödling in 1961/62 . From 1962 to 1975 he also worked intermittently as a staff representative and trade union official. In 1966 he became an employee of the ÖBB sales department.

From 1976 Hums belonged to the central committee of employees of the ÖBB. From 1986 to 1989 he was first deputy chairman of the railway workers' union and then until 1997 chairman of this union and until 1995 chairman of the central committee of ÖBB employees. From 1984 to 1990 he was also chairman of the Austrian Railways Insurance Company. In 1989/90 he was Vice-President of the Board of Directors of ÖBB and a member of the Supervisory Board of Eisenbahn-Hochleistungsstrecken AG.

After Hums had been a member of the Mitterndorf an der Fischa local council from 1982 to 1985 , he was elected as a member of the National Council for the SPÖ in November 1990 . He was a member of parliament until 1994, in 1996 and from 1997 to 1999. From April 1995 to January 1997 he held the office of Federal Minister for Labor and Social Affairs under Federal Chancellor Franz Vranitzky . Hums' term of office marked the beginning of flexible working hours and the introduction of the health insurance certificate fee. He was also responsible for cuts in early retirement and care allowances.
