The Austrian federal government Vranitzky IV was formed after the National Council election on October 9, 1994 . In this election, the grand coalition lost its previous constitutional majority , but provided 64% of the MPs. The cabinet was appointed by Federal President Thomas Klestil on November 29, 1994 .
On April 6 and May 4, 1995 - Wolfgang Schüssel ( ÖVP ), from April 22 the new federal party chairman of the ÖVP, became Vice Chancellor - a large part of the government team was replaced (SPÖ: Interior Minister Löschnak, Finance Minister Lacina, Social Affairs Minister Hesoun, Women Minister Dohnal; ÖVP : Vice Chancellor and Education Minister Busek, Foreign Minister Mock, Environment Minister Rauch-Kallat) and the Ministry of Economic Affairs (previously Schüssel) reorganized.
Since the government could not agree on the 1996 budget, it triggered the 1995 National Council election and resigned one day after this election, on December 18 , 1995. (In the election, the SPÖ won six seats at the expense of three opposition parties; the ÖVP's number of seats remained the same.) The outgoing government was held by the Federal President until March 12, 1996, when the Federal Government Vranitzky V was sworn in, with the continuation of business entrusted.
Finance Minister Staribacher left office immediately after the new election on January 3, 1996. Viktor Klima , soon to be Vranitzky's successor as Chancellor, was entrusted with the Ministry of Finance on that day and not in the following government.
