The Austrian Federal Government Klaus I was agreed by the ÖVP and SPÖ without prior election to the National Council, because the ÖVP wanted to replace the Federal Chancellor who belonged to it; Alfons Gorbach was replaced by Josef Klaus . Federal President Adolf Schärf appointed the cabinet on April 2, 1964 . The grand coalition, however, showed signs of wear and tear after 19 years of existence, which is why the government resigned on October 25, 1965 and prepared new elections. She was entrusted with the continuation of the business by Federal President Franz Jonas ; This ended after the National Council election in 1966 on April 19, 1966 .

The Klaus I cabinet was the last grand coalition to date under the leadership of the ÖVP ; the first grand coalition under the leadership of the SPÖ came about 21 years later, in 1987. The dismissal of Interior Minister Franz Olah , a former president of the trade union federation , from the government at the request of the SPÖ in September 1964 ushered in a lengthy phase of violent dispute with Olah and his supporters. It was the last federal government in which reconstruction was the eponymous element for a ministry and the last so far in which no woman was represented.
