The Austrian Federal Government Gorbach I was formed without prior election to the National Council because the ÖVP wanted to replace its coalition Chancellor with the SPÖ and replaced Julius Raab with Alfons Gorbach . The cabinet was appointed by Federal President Adolf Schärf on April 11, 1961 . Gorbach's successor, Josef Klaus , was appointed to the federal government for the first time as finance minister. She resigned on November 20, 1962 , two days after the National Council election in 1962, and was entrusted by the Federal President with the continuation of business. Because of the long negotiations to continue the ÖVP-SPÖ coalition, this lasted until March 27, 1963 .
