The Federal Ministry for Digitization and Business Location ( BMDW for short ) is the Federal Ministry of the Republic of Austria responsible for economic policy, trade and industry on the one hand and digitization on the other . It emerged from the Federal Ministry of Science, Research and Economy on January 8, 2018 , but has handed over the competencies and responsibilities for research and science to the Federal Ministry of Education . The Austrian Ministry of Economics was formed from a trade and trade ministry (at times also ministry of labor ), industry , energy and building ministries , with public works (at times also ministry of transport ), which are derived from the monarchy. With the Ministry of Labor, the Federal Ministry of Labor, Social Affairs and Consumer Protection , the Ministry of Technology, the Federal Ministry of Transport, Innovation and Technology, and the Federal Ministry of Agriculture, Forestry, Environment and Water Management, there are currently three other ministries in Austria for economic affairs that deal specifically with labor market policy to take care of research and development and agriculture, forestry and water management. The Austrian family ministry (with youth ) was created in 1983 by Fred Sinowatz (and at times also included women and consumer protection or was united with a social ministry ). With the restructuring of the ministry structure under Chancellor Fayman, the agendas of economic policy were merged with that of family policy , a classic core portfolio of a social ministry, but at the same time labor market policy , also a task of an economic ministry, was assigned to the social ministry, so that today there are two ministries dealing with social policy how to take care of business-related matters. This division is a response to the situation in the global financial and economic crisis since 2007 . The area of ​​the Federal Ministry for Economy, Family and Youth currently covers the legal matter of approx. 110 federal laws, 625 ordinances and numerous announcements as well as bilateral and multilateral agreements, which are announced in the Federal Law Gazette for the Republic of Austria .

The Federal Ministry for Digitization and Business Location is responsible for:

  • Trade and industry matters, insofar as they do not fall within the scope of the Federal Ministry for Climate Protection, Environment, Energy, Mobility, Innovation and Technology.
    • Matters of trade and provision of services.
    • Commercial law matters with the exception of pipeline matters.
    • Closing hours matters.
    • Commercial and industrial research. Matters of the Österreichische Forschungsförderungsgesellschaft mbH and the Austria Wirtschaftsservice GmbH with limited liability, in each case in agreement with the Federal Ministry for Climate Protection, Environment, Energy, Mobility, Innovation and Technology.
    • Matters of in-company vocational training and professional development.
  • Economic and structural policy matters in areas that fall under the responsibility of the Federal Ministry.
  • Organization of the internal market, insofar as it is not the responsibility of the Federal Ministry of Agriculture, Regions and Tourism or under Z 2 and 4.
  • Matters of price regulation, price monitoring and price gouging, insofar as they do not fall within the scope of the Federal Ministry of Labor, Social Affairs, Health and Consumer Protection.
  • Competition matters.
    • This also includes, in particular, state aid and competition control matters.
  • Matters of professional representation of the self-employed in the field of commerce, trade and industry.
  • Matters of the public accountants including their professional representation, as far as they do not fall within the competence of the Federal Ministry of Finance.
  • Carrying out trade and economic policy matters vis-à-vis foreign countries, including export clusters, as well as preparing and negotiating international treaties in this area, insofar as these are not matters of economic integration, matters of the Council of Europe and the OECD and the United Nations including UNCTAD and ECE.
  • Without prejudice to Art. 65 Para. 1 B-VG Representation of the Republic of Austria in the matters mentioned in item 8 vis-à-vis foreign states and other subjects of international law, including intergovernmental organizations with the exception of the European Union, the Council of Europe and the OECD and the United Nations including UNCTAD and ECE.
  • Matters of the Austrian representation authority at the WTO, whereby this has to be dealt with through the Federal Ministry for European and International Affairs.
  • Communication also with other Austrian representation authorities than the one mentioned in Z 10 abroad in matters of Z 8 through the Federal Ministry for European and International Affairs.
  • Affairs of national economic defense including the coordination of national economic defense.
  • Administration of all federal buildings and real estate, including real estate used by federal institutions, insofar as they do not fall within the scope of another federal ministry.
    • Insofar as they do not fall within the sphere of activity of another Federal Ministry, the matters of state building construction, in particular:
      • Coordination of structural requirements and procurement planning (locations, objects, uses, equipment, budget) on the basis of the medium and long-term target and infrastructure plans of the federal ministries;
      • Development of priorities, investment and financing plans for new construction, expansion and maintenance in cooperation with the departments using them;
      • Development of technical and technical-economic guidelines;
      • Coordinated appraisal of projects to maintain national standards of space requirements, environmental justice (pollution, energy saving) as well as the architectural and functional design; this within the framework of the respective schedule and cost plan;
      • Collection and evaluation of spatial and property data on properties used by federal institutions or used by federal companies;
      • Matters relating to the conclusion of binding framework agreements for the federal administration in the field of the procurement of energy supplies;
      • the coordination of the entire spatial management of the federal government at home and abroad, including objects in inventory and those that otherwise fall under the administration of another department;
      • the development of a requirement plan for the entire use of space by the federal government based on the planning of the specialist departments as a basis for rent budgeting;
      • the provisions of lit. g and h apply to the Federal Ministry of National Defense only insofar as they include the fulfillment of the obligations according to Section 23 of the Federal Real Estate Act, Federal Law Gazette I No. 141/2000.
    • The administration of the shares of the federal government in the Schloß Schönbrunn Kultur- und Betriebsgesellschaft mbH and the Schönbrunner Tiergartengesellschaft mbH as long as the federal government is a partner.
  • Construction coordination.
  • Federal Furniture Administration.
  • Construction, housing and settlement matters.
    • Matters relating to the reconstruction of buildings destroyed by the events of the war; Housing subsidies including matters relating to the funds set up for this purpose.
    • Popular housing and allotment gardens.
    • Expropriation for the purpose of rehabilitation and other rehabilitation measures.
    • Structural matters of civil defense as well as spatial and regional planning.
    • Matters relating to the coordination of the spatial basis in crisis management.
  • Technical testing; Shelling Matters; Measurement, weight, calibration and surveying; Matters of all other technical test and safety marks with the exception of hallmarking; Standards.
  • Matters relating to the normalization and classification of electrical systems and equipment, as well as safety measures in this area.
  • Marking and surveying the national borders.
  • Machine and boiler affairs.
  • Matters relating to engineering and civil engineering, including matters relating to their professional representatives.
  • Establishment of a security control system and export control to ensure the peaceful use of nuclear energy; Restricting the transfer of nuclear technology.
  • Regional funding, insofar as it concerns individual company funding measures in the industrial-commercial area.
  • Matters relating to the ERP Fund and dealing with the United States' economic aid agencies in these matters.
  • Affairs of state-owned companies, insofar as they do not fall within the scope of another federal ministry.
  • Digitization matters including government administration for service and interaction with citizens and businesses.
