Heinz-Hugo Röwer
Heinrich (Heinz-) Hugo Röwer (born December 16, 1929 in Neviges ) is a German lawyer and administrative officer .
Life and work
After graduating from high school, Heinz-Hugo Röwer began studying law, which he finished with the first state examination in 1955 and the second state examination in 1960. In 1957 he received his doctorate with the thesis “Reasonability of Legal Obedience” under Prof. Dr. Richard Lange for Doctor of Law . In 1960 he entered the judicial service as an assessor and a year later he became a court assessor. He had worked as a regional judge at the Wuppertal regional court from 1962 , moved to the Düsseldorf Higher Regional Court in 1966 and later worked as a personal assistant to the North Rhine-Westphalian Minister of Justice, Josef Neuberger . In the following years he was promoted to government director in 1967, to ministerial councilor in 1968, to leading ministerial councilor in 1969 and finally to ministerial director. From November 1, 1982 to May 31, 1995, he then served as Minister in the Ministry of Justice of North Rhine-Westphalia .
