High Capacity Pumping Modules
The High Capacity Pumping ( HCP ) deployment module is a unit formed within the framework of the EU community procedure to avert flood disasters.
The unity in Germany
This unit is provided in Germany by the Federal Agency for Technical Relief (THW). The module can be used to provide assistance within the EU , and if the requirements are met, it can also be used outside of the EU for EU assistance. There are currently eight of these modules nationwide. The material is provided by the merger of THW specialist groups water damage / pumps .

In Estonia the unit is provided by the Estonian Rescue Board , in Latvia by the Latvian Fire and Rescue Service and in Lithuania by the Lithuanian Fire and Rescue Department .
introduction
In the course of the EU community procedure, every regional association of the Federal Agency for Technical Relief received the order from the THW management to provide a high capacity pumping module. The official start was in December 2009 by the state association Saxony / Thuringia.
Range of tasks
- Pumping and bilge work in flood situations.
- Transport of extinguishing water over long distances e.g. B. in forest fires .
- Establishing a water supply over long distances and heights.
Requirements for the unit
The equipment includes high-performance pumps with a delivery rate of up to 15,000 liters per minute. In addition, a conveyor distance of up to 1000 m must be able to be overcome. A HCP module is ready for use 12 hours after the alarm. The prerequisite is that this work can be carried out reliably and independently even under difficult circumstances .
Standard occupation of the unit
- The team leader HCP leads the use of the HCP module on site
- The Chief of Operation HCP lead and coordinate the implementation of the order in technical terms
- The Logistics Expert HCP is responsible for the areas of material procurement and management as well as warehouse management. In addition, taking on the role of camp leader and any administrative tasks.
- The Electrical Expert HCP is responsible for performing the technical tasks in the electrical field.
- The three Pumping Experts HCP (primarily from the FGr WP) are responsible for the technical tasks in the area of pumps.
- The three Mechanical Experts HCP are responsible for carrying out the technical tasks in the field of hydraulics / mechanics.
Additional roles in the unit
- Medical Officer ( doctor ) ensuring medical care for the units.
- Paramedic ( rescue assistant ) Ensuring basic medical services for the units.
- Firefighter ( fireman / woman ) Support with specific expertise in the provision of water and water pumping during fire operations of the HCP module
- Cook ( Cook ) responsible for the production of the caterers
Minimum requirements for the people by the Federal Agency for Technical Relief (THW)
- Minimum age 21 years
- Completed vocational training / studies / further education in an area relevant to the respective expert function

- Vaccination status expert / G35 suitability for the tropics
- Passport (valid for at least 6 months)

The emergency services in the HCP module are supported by the emergency equipment of the participating local branches of the technical relief organization.
The large pumps stationed in a module are also affiliated to the water damage / pumps specialist groups , from which the emergency services usually also come.
A module consists of a high-performance pump with 15,000 l / min, as well as two large pumps with 5,000 - 6,000 l / min and various hose material in sizes "F" and "G".
The emergency pumps are channel impeller pumps from the manufacturer DIA (DIA pump with 15,000 l / min) loaded on tandem trailers and driven by a powerful diesel engine. The large pumps come from the manufacturer Börger (Börger rotary lobe pump with 5,000 l / min) or Erkrath (Hannibal pump with 6,000 l / min), this is a self-priming channel wheel centrifugal pump and loaded on two-axle tandem trailers. As they can be transported, the pumps can be brought directly to the place of use; their output is sufficient to pump the water transported several kilometers away from the place of use.
