The successfully passed university entrance examination entitles professionally qualified persons without a university entrance qualification (this is the master’s examination or a qualification of professional advancement training comparable to the master’s examination) to study at a university in Germany . The university entrance examination according to the respective state entrance examination ordinance has nothing to do with the university admission, which tries to regulate the quantitative limitation of applicants (admission restriction) to individual (overcrowded) courses ( numerus clausus ).

In the examination, the skills and knowledge necessary for studying in the selected course of study must be demonstrated, in particular the ability to recognize structures and relationships, as well as the ability to think and judge independently based on an understanding of scientific questions; These requirements also include confidence in the oral and written use of the German language. The test should build on the applicant's professional qualifications. The test is the successor to the gifted test regulation that was valid from 1924 to 1984 , in contrast to this, only those with professional qualifications can register today; gifted people without professional qualifications could also be admitted to the earlier test.

The university entrance examinations according to the decision of the Conference of Ministers of Education and Cultural Affairs of March 6, 2009 are slightly different depending on the subsequent state legal regulations and must be taken in all states of the Federal Republic of Germany for a course of study. Exception: Professionally qualified people who have passed a master craftsman’s examination or who have obtained a degree in professional advancement training comparable to the master’s examination can study without an examination, as in Berlin: according to Section 11 of the Law on Universities in the State of Berlin (Berlin University Law - BerlHG) in the Version of July 26, 2011 (GVBl. P. 378); in Hesse in accordance with Section 54, Paragraph 2, Clause 1, No. 4 of the Hessian Higher Education Act of December 14, 2009 in conjunction with Section 1 of the Ordinance on Access for Professionally Qualified Persons to Universities in the State of Hesse of July 7, 2010.

For this purpose, a completed vocational training in connection with at least three years of professional activity is required at the universities of Greifswald and Rostock . At some universities of applied sciences, at least five years of professional activity without professional training is sufficient.

Training and activity must have taken place in a professional field that has a direct technical connection to the desired course of study (commercial area or management experience).
