The High Council of Holland, Zeeland and West Friesland ( Hoge Raad van Holland, Zeeland en West-Friesland or shorter Hoge Raad van Holland en Zeeland ) was the highest court in these provinces from 1581. It existed until 1795.

The pursuit of uniform jurisdiction under a highest Dutch court led to the establishment of the Mechelen Grand Council in the 15th century . The legal unit under this highest court in the Burgundian Netherlands lasted until 1581 with the Plakkaat van Verlatinghe the king of Spain was no longer recognized as sovereign. The northern provinces also renewed their legal independence. Initially, each province had its own supreme court, the court. It was true that the intention was to set up a higher court as the successor to the Grand Council, the High Council, which actually happened in 1582, but this council was then only recognized in Holland and (1587) Zeeland ; the other provinces remained autonomous and regulated their legal affairs in a different way. The High Council lasted until 1795, until the Batavian Republic was proclaimed .

The members of the High Council were appointed partly by the " Staten van Holland en West-Friesland " and partly by the " Staten van Zeeland ". The most famous council member was (from 1704) Cornelis van Bynkershoek (1673–1743), who became President of the High Council in 1723 and remained so until the end of his life. Some council members prepared reports on the work of the council, so in addition to Bynkershoek also Pieter Ockers, who was councilor from 1669 to 1678, and Willem Pauw , whose notes go back to 1787.

Although the highest Dutch court was also called the High Council from 1838 and was a higher court from 1806 ( High Council of the Netherlands ), one cannot speak of continuity, since the High Council of Holland and Zeeland only comprised two provinces.
