Hong Kong Human Rights and Democracy Ordinance

The Hong Kong Human Rights and Democracy Regulation of 2019 ( English Hong Kong Human Rights and Democracy Act , in short HKHRDA) is a US federal law , according to which the US government sanctions for violations of human rights in Hong Kong responsible Chinese and Hong Kong officials impose must. It also requires the US State Department and other agencies to conduct an annual review to determine whether changes in Hong Kong's political status (to its relationship with mainland China) warrant a change in the unique, beneficial trade relations between the US and Hong Kong.

The passage of the law was supported by pro-democracy activists in Hong Kong and supported almost unanimously in November 2019 in the US Congress in response to the 2019/2020 Hong Kong protests .

As a result of the security law passed by the Chinese National Congress, US Secretary of State Mike Pompeo declared at the end of May 2020 that China had violated the contractually guaranteed principle of “ one country, two systems ” and that the US could no longer regard Hong Kong as an autonomous region. This could not only have economic consequences for China, but also signals a possible violation of the HKHRDA by China, which could result in sanctions.
