Hugo Ernst Rivera

Hugo Ernst Rivera (born July 24, 1888 in La Paz , † after 1951) was a Bolivian politician and diplomat .

Life

Hugo Ernst Rivera was the son of Carmen Rivera and Luis Ludwig Ernst, co-founder of the Cervecería Boliviana Nacional . His siblings were August (called Cuto, pilot, † 1938 in Sajama ), Raúl, Louise (called Lucha) and Carmen. His sister Carmen married Ernesto Fricke Lemoine (Emilio), son of Hermann Fricke y Compañía in Oruro , where Simón I. Patiño was employed. He was married to Elena Sagarnaga. Their children were Luis, Hugo, Jaime, Clemencia and Carlos.

He studied in England until 1904 and then worked as an industrial clerk at the Cervecería Alemana . He was the first chairman of the Bolivian Chamber of Commerce and Industry. Ernesto Fricke Lemoine was 1923-1927 Charge d'Affaires in Berlin and chairman at Telefunken . In 1927 Hugo Ernst Rivera received a license to operate a radio system. In 1937 Germán Busch Becerra appointed the prefect of La Paz, Enrique Baldivieso , as foreign minister in his cabinet, after which Hugo Ernst Rivera was prefect of La Paz until 1938.

From February 28, 1939 to January 27, 1942 he was envoy in Berlin. From 1933 to the November 1938 pogroms , around 7,000 people defined as Jews by the Law Restoring the Professional Civil Service had found acceptance in Bolivia. Between mid-1938 and mid-1941 between 10,000 and 15,000 Jews came to Bolivia from Europe.

In 1947 he was Senator for La Paz and as such signed the Bolivian Constitution of 1947. His real estate included the property of the US Embassy in La Paz.

From October 24, 1949 to May 15, 1951 he was Ministro de Defensa Minister of Defense and Minister of Economics in the government cabinet of Mamerto Urriolagoitia Harriague.
