A prefecture (from the Latin praefectus for “governor”; hence “city” or “ district ”) is a form of expression of the separation of powers . Primarily, a prefecture is the legal administration of a recognized state within an archipelago or an association of several interdependent administrative areas. It is characteristic that it is a regional authority in the broadest sense .

Essence of a prefecture

A prefecture is headed by a prefect who historically has bundled the executive and judicial branches . A good example was the prefecture of the Dodecanese , which existed from 1955 to 2010 and was located in the city of Rhodes . From here the legally and economically dependent Greek areas (the Dodecanese) were networked with one another. All transactions in whatever direction were made through the prefecture. On January 1, 2011, however, the previous Dodecanese prefecture was opened up as part of an extensive administrative reform in the newly created Greek South Aegean region , the eastern half of which is now formed by the Dodecanese.

The best counterexample are the prefectures of Japan , which are ruled by a governor as the directly elected head of government who has no direct influence on the judiciary.

Tasks of a prefecture

It defines the amount of binding fees , customs duties and other economic parameters, such as the amount of subsidies . It is basically a corporation of an economically and spatially limited administrative district of a legally and economically recognized state . It often also includes the immigration office and thus controls migration , tourism , trade and other economic areas .
