The seven episodes were produced in black and white from 1968 to 1970 . The series was broadcast on Polish television on September 9, 1971. The German first broadcast took place on May 27, 1975 on television in the GDR .

Seven German Shepherd puppies are born in a police school in Sułkowice , Poland . All but one make a good and powerful impression. The seventh puppy is not taken into the police force because of its small size and was almost euthanized. But dog handler Walczak takes him home and calls him Cywil (civilian).
