The information system on water, pollution control, soil, waste, occupational safety (WIBAS for short) is an essential component of the Baden-Württemberg Environmental Information System (UIS BW). From 2006, the development of WIBAS brought together two previously independent systems: The information system for water, waste, contaminated sites, soil (WAABIS) and the information system of the Baden-Württemberg trade supervisory authority (IS-GAA). WIBAS has a modular structure and includes around 40 specialist applications for state and municipal administration, including a. in the areas of waste management, soil protection and contaminated sites, immission control, water management and occupational safety.

WIBAS development centers are the State Institute for the Environment Baden-Württemberg (LUBW) and Komm.ONE (formerly the Baden-Württemberg data center ). The Baden-Württemberg Ministry for the Environment, Climate Protection and the Energy Sector (UM) controls and coordinates the information system. The specialist applications are mainly used at the offices of urban and rural districts and the regional councils in Baden-Württemberg. Oracle is used as the database management system, while Java is mainly used as the development language .

The departments involved regularly transfer their locally managed data to a central reference database, where they are available for interdisciplinary evaluations and environmental reports. For evaluation, WIBAS uses the UIS reporting system, which provides services for the largely automated creation of environmental reports. A central set of rules determines the uniform data structure. So z. B. Data from different specialist applications that describe the same (geographical) object can be linked with one another. An intranet is used for communication as part of the state administration network (LVN) and the municipal administration network (KVN). Web services are increasingly being used that are available to all parties involved and thus avoid multiple developments in the interests of economic efficiency. The spatial information and planning system (RIPS) provides the spatial data and spatial services required for map displays and evaluations.

Examples of WIBAS specialist applications are:

  • Soil protection and contaminated site cadastre (BAK): The data on soil pollution recorded there are important sources of information, for example for land use planning and regional planning
  • Groundwater database (GWDB): includes all measurement network data on the quantity and quality of groundwater in Baden-Württemberg
  • Specialized application for occupational and immission control (AI-GWA): documents around 400,000 workplaces in Baden-Württemberg. The field of work of the trade supervisory authority also includes other specialist applications, for example in the areas of industrial wastewater , waste plants or radiation protection
  • Flood information and warning system (FLIWAS): Used for planning preventive measures and emergency management in the event of a flood .

WIBAS also includes internet-based e-citizen services such as the specialist applications water abstraction fee and wastewater tax .

Since 2011, parts of the specialist applications have been partially recreated under the name "WIBAS 5.0". In this context, their interaction was more strongly integrated and expanded through the standardization of the software technology basics and the core data model.

In 2016, work began that should lead to a fundamental change from previously decentralized data storage to a central production database in a data center. The changeover process, which is scheduled for around 5 years, will take place gradually - with close involvement of the users.
