The Environmental Information System Baden-Württemberg ( UIS BW ) is a state-wide environmental information system of the public administration of the German state of Baden-Württemberg . In addition to the information technology infrastructure, it also provides the technical and organizational framework for making current environmental data available to the public and supports the execution of state and municipal environmental tasks.

As a central instrument for environmental monitoring, environmental reporting and the fulfillment of environmentally-related administrative tasks , the UIS BW brings together data from different departments and specialist administrations as well as basic geographic information from the surveying administration. On the basis of a state-communal data network, all levels of environmental administration can work with the data. The coordination lies with the Ministry for the Environment, Climate Protection and the Energy Sector Baden-Württemberg (UM). Besides the State Institute for Environment Baden-Wuerttemberg (LUBW) and the ITEOS other ministries cooperate regional councils , urban and rural districts as well as research institutes, software companies and computer centers for development, support and operation. The UIS BW forms a cross-departmental network that works largely independently of changing administrative structures.

Information from the UIS BW has been available on the Internet since 1996. The UIS BW plays an important role in the implementation of appropriate environmental information laws , which oblige the public administration to guarantee every citizen free access to information about the environment. A state environmental information law from 2006 was replaced by an even more comprehensive environmental management law in 2015. The " Environmental Portal Baden-Württemberg " offers the public a central point of entry to all freely available information from UIS BW. Access is optionally via search functions or an environmental topic structure (e.g. water, soil, air).

In 1984 the foundations for the development of the first specialist systems of the UIS BW were laid. Framework concepts have been drawn up or updated regularly since 1986 to control development (most recently in 2015). When defining technical boundary conditions, the guidelines defined there take into account a. also e-government regulations of the state and specifications of the conference of environment ministers . The components of the UIS BW are treated as services that can be flexibly integrated into the user's work environment as required.

Standardized web services that can also be used for Internet applications, such as Web Map Services (WMS) or Web Feature Services (WFS), are increasingly being used in the UIS BW . As a basis for web-based geographic information systems, they enable interactive map displays, among other things. In connection with a service directory and technologies of the semantic web , a service-oriented architecture is created that allows efficient bundling of UIS components and tasks.

Components

As a nationwide information system, the UIS BW bundles a large number of individual IT systems with an environmental focus. These range from overarching components (which, for example, provide the required spatial data) through specialized applications and databases to information management components for evaluation and reporting purposes. Modern database and web technologies enable the technical interaction of the individual components.

Important overarching modules of the UIS BW are, for example, the information system water, pollution control, soil, waste, occupational safety (WIBAS) with around 40 specialist applications and databases from central environmental areas, the spatial information and planning system (RIPS) for the provision of spatial data and services, the Nature Conservation Information System (NAIS) and a modular reporting system (UIS-BRS) with services for data access and the preparation for environmental reports .
