State environmental portal

The state environment portal (also abbreviated as LUPO ) is a central instrument with which the environmental knowledge of a state administration and the environmental data of a state are brought together on the Internet and made researchable for the public. The introduction of state environmental portals is an important step in fulfilling legal requirements (e.g. environmental information laws ) which oblige authorities in Europe to actively disseminate environmental information and make it easily accessible to the public.

Environmental data stocks are very heterogeneous; in addition to text documents, they also include geographic information or measured values ​​from databases (for example air measurement data or water levels). State environmental portals therefore use advanced search mechanisms in order to be able to develop environmental data.

history

In 2004 , Baden-Württemberg was one of the first German federal states to introduce its own environmental portal on the Internet. It is developed, operated and maintained by the State Institute for the Environment Baden-Württemberg (LUBW) on behalf of the Ministry for the Environment, Climate Protection and the Energy Sector Baden-Württemberg . The content is structured according to environmental topics such as waste, soil, forestry, air and climate or water. The environment ministries of Saxony-Anhalt and Thuringia followed this example in a development cooperation , followed by those of Rhineland-Palatinate and Bavaria in 2010, and that of North Rhine-Westphalia in 2012 .

The state environmental portal Baden-Württemberg has been using a search engine, which was primarily developed for companies' intranet, as a central component since 2008; The other cooperation partners have also followed this principle. This means that computers that are distributed among the environmental administrations of a federal state can be searched not only for text documents, but also for the content of environmental databases or image archives. In this way, information is also made available that cannot be found by common Internet search engines in the deep web .

In addition, state environmental portals offer intelligent search aids which, for example, automatically suggest related search terms from a semantic network of the Federal Environment Agency .

Under the umbrella of the LUPO cooperation, work is also being carried out on information access specifically for mobile devices. For example, the "My Environment" app was developed, through which several federal states already provide environmental data free of charge.
