Infraestruturas de Portugal, SA (IP, SA) is a state owned Portuguese company entrusted with the management, maintenance and operation of the state rail and road network in Portugal. The company, which was founded on June 1, 2015, resulted from the merger of the state-owned companies Rede Ferroviária Nacional and Estradas de Portugal . Infraestruturas de Portugal is led by António Ramalho and reports to the Ministry of Finance and the Ministry of Planning and Infrastructure.

In the wake of the massive financial and budget crisis in the Portuguese state, the government under Prime Minister Pedro Passos Coelho ran a comprehensive austerity program. This included, among other things, the plan to combine the two infrastructure companies Estradas de Portugal - responsible for the state roads and highways - and Rede Ferroviária Nacional - responsible for the state rail network. The main motive for this was not only to save operating and administrative costs, but also to obtain better interest rates and thus be able to make larger investments. The plan for the merger of the two companies was based on the Plano Estratégico dos Transportes e Infraestruturas 2014-2020 , a state transport and infrastructure plan until 2020.

The process of merging the two companies took a little over six months. On August 6, 2014, a planning commission appointed by the government began implementing the merger. On January 1, 2015, António Ramalho, previously Chairman of the Board of Directors of Estradas de Portugal, also became Chairman of the Board of Directors of Rede Ferroviária Nacional. With Legislative Decree 91/2015 of May 29, 2015, the merger was completed on June 1, 2015 and the two predecessor companies expired.

Since 2019 there have been considerations within the ruling Partido Socialista to reverse the merger and to separate the sectors of rail transport from road transport.

Infraestruturas de Portugal, according to its own information, manages and operates a rail network of 2562 km, 1633.7 km of which are electrified. Like its predecessor REFER, IP also publishes an annual network report (Diretório da Rede) on the extent and condition of the Portuguese rail network.

The road network managed and operated by IP covers 17,874 km. IP is the concessionaire for 15,253 km of the road network, 13,664 of which are under direct management and 1589 km as a sub-concessionaire. The remaining 2621 km are concessions issued directly by the state (including former SCUT highways).
