In Portugal , the motorway network is a separate type of road. They form the backbone of the Portuguese trunk road network. Portugal currently has more than 3000 km of motorways across the country.

Like the motorways in Germany , the motorways in Portugal have a number that begins with an "A" and is followed by a number. The signs are blue with white lettering and structurally they always consist of two separate directional lanes with at least two lanes in each direction and one hard shoulder. The hard shoulder is separated from the right lane by a continuous white line. The median has either metallic guard rails, concrete walls or wide V-shaped trenches to separate the directional lanes. The latter make it easier to expand the number of lanes at a later date if the volume of traffic requires this. The operating companies of the motorway concessions are contractually obliged to expand the motorways to two three lanes each with an average daily traffic volume of 35,000 vehicles, and to twice four lanes each with 60,000 vehicles per day.

Toll motorways

In Portugal there are now only tolled motorways. The toll is usually collected at fixed toll stations and depends on the length of the route traveled with tickets when entering the motorway network. Operators are mostly private companies, such as the ex-monopoly and ex-state company BRISA .

In order to promote the rapid expansion of the network and with a view to limited public funds, the model of the SCUT motorways was introduced in Portugal under the government of António Guterres . "SCUT" stands for sem custo ao utilizador , in English "without user costs". The state issued 30-year concessions through public tenders to private consortia and then paid a kind of “virtual toll” to the operator for each vehicle that uses the route. All highways with the designation SCUT or with the operator Estradas de Portugal (public national road construction authority) were free for their users. SCUT motorways were the A22 , A23 , A24 and A25 . In 2011, the government abandoned the concept for cost reasons, so that a toll has been levied on these motorways since then. This is not collected via tickets, but via an automatic registration number. Billing can be done either via prepaid models, on-board units or retrospectively in cash. The cash payment is especially interesting for tourists with rental cars without an on-board unit. The toll can be paid in all Correios post offices up to five days after the journey . It is sufficient to specify the license plate number. But this only applies to vehicles registered in Portugal. Vehicles with foreign license plates are not allowed to drive on the routes with electronic tolls without prior registration. Subsequent payment for foreign vehicles is not possible.

expansion

The national traffic route plan ( Plano Rodoviário Nacional 2000 ) provided for the completion of the motorway network for 2015, with around 80% of the total length already being passable. Furthermore, an expansion of the traffic route plan is sought with the addition of new routes, such as Portalegre –A23, or Sines –A2– Beja (new regional airport). In 2016, the A4 received a 5.6 km long tunnel between Amarante and Vila Real called Túnel do Marão , Portugal's longest road tunnel.

The A21 with the operator Mafratlantico is a novelty in Portuguese road history . Mafratlantico is a public company and was founded by the Mafra local authority . For the first time, the planning, financing, construction and operation of a motorway came from a municipality and not, as usual, from the planning offices of the Lisbon Ministry of Transport and Public Buildings.
