List of national roads and highways in Montenegro
The national road and motorway network in Montenegro is one of the youngest in Europe and is under construction.
General
Planning
In Montenegro, three motorways and two motorway-like roads ( Brza saobraćajnica , in German expressway ) are in the planning, construction or partially in operation.
numbering
So far, the numbering of the Montenegrin national roads ( Magistralni put , literally main street ) still corresponds to the old numbering from the times of Yugoslavia . That is why the number assignment is also very inconsistent with large jumps between the numbers. It can be assumed that the allocation of numbers will be revised with the construction of the new roads and the renovation of the existing network. At the moment, however, no specific plans are known.
No numbers have yet been assigned for the motorways and motorway-like roads ( expressways ) that are in the planning stage .
toll
In general, no fees such as tolls or vignettes are charged for the national roads . The exception is the toll road Sozina tunnel .
From July 15, 2008 to December 31, 2011, an environmental fee Eko Naknada was due in the form of a vignette. The vignette for this de facto toll was valid for 12 months from the date of purchase and cost 10 euros for a car, for example.
However, it can be assumed that tolls will also be charged for the motorways and expressways that are still to be built, as the construction costs are very high due to the topography of Montenegro.

The M 18 between Nikšić and Podgorica has already been partially expanded into an expressway. This expansion is to be completed in the near future and, in the long term, the remaining route from Nikšić to the Bosnian-Herzegovinian border will also be expanded accordingly ( Plužine – Podgorica expressway ).
The M 2 (from the Croatian border to Petrovac) and then the M 2-4 are also to be expanded into an expressway or large parts of it will be re-routed ( expressway Herceg Novi-Ulcinj ). The Verige Bridge is to become part of this new expressway.
