Instrument for recording key competencies

The instrument for recording key competences (IESKO) is a means for recording competences that were acquired outside of gainful employment.

IESKO is designed as a tool that can be used in personnel selection and career guidance . In use, it is adapted to the position to be filled or the desired activity. It records the acquisition of skills in family work , volunteering and leisure .

The IESKO instrument is based on an ergonomic study carried out in 1997 as part of the “Sonnhalde Worb” project. In 2002, it was transferred to the Swiss “specialist unit AND family and gainful employment for men and women”.

In the IESKO toolbox, every term of competence is defined in relation to the activity. The application of IESKO is based on three tools:

  1. the key competency profile, as an overview of the key competencies required and those available to the applicant,
  2. a discussion guide as a structuring and questioning aid for each selected key competence,
  3. Evaluation criteria for structured evaluation.

A comparison between the target profile and the actual profile of the applicant should show the suitability of the applicant for the position to be filled and forms a basis for determining the number of years of experience that can be taken into account when determining the wages. Years of experience include the years of professional experience and, with a weighting factor that depends on the competence profile, the years from the completion of initial training or, if no initial training was completed, the years after the age of 20. The instrument is used to ensure a transparent, uniform approach to personnel selection and to raise awareness of the consideration of non-professional experience.
