The Intercantonal Lottery and Betting Commission (or Comlot ; French Commission intercantonale des loteries et paris , Italian Commissione intercantonale delle lotterie e scommesse , English Swiss Lottery and Betting Board ) is the licensing and supervisory authority for the so-called big games, i.e. H. Intercantonal, online or automated lotteries, sports betting and games of skill. Comlot is an organ of the concordat enacted by the cantons (intercantonal agreement on the supervision as well as the authorization and use of income from intercantonal or nationwide Swiss lotteries and betting IVLW), on lotteries and betting, and is based in Bern.

Foundation and organization

Comlot started its licensing and supervisory activities on July 1, 2006.

Commission

Comlot has five members , including its President Jean-François Roth . The president and the commission members are elected by the specialist directors' conference Lottery Market and Lottery Act FDKL on the proposal of the cantons.

The Commission is supported by a permanent secretariat. The secretariat prepares the business of the commission, makes its application and takes the decisions. The secretariat has 16 employees (as of June 2019). The director of the secretariat is Manuel Richard.

tasks

  • Approve: Comlot is responsible for the approval of automated, online or inter-cantonal lotteries, sports betting and games of skill. Before granting a license to play, it checks the addiction potential of the lottery, sports betting or skill offer and obliges the organizers to take additional game-related protective measures depending on the level of addiction.
  • Supervision: Comlot comprehensively monitors the large gaming market in Switzerland. It is therefore also active in the area of ​​combating illegal large-scale gaming offers. In addition, the supervisory tasks of Comlot primarily concern the supervision of the implementation of the games of skill, lotteries and sports betting approved by Comlot as well as the supervision of the organizers. The Gambling Act also assigns the Comlot central tasks in combating competitive manipulation in sport.
  • Competence center of the cantons: Comlot is the constant point of contact for the media and private individuals for questions about money games.

aims

Comlot monitors compliance with the federal law on gambling, the ordinances and the intercantonal agreement. It ensures that the population in Switzerland can safely participate in lottery games, sports betting and games of skill. The focus of the legislature and the regulatory authority is the problematic gambling for money (in particular the gambling addiction) as well as the crime associated with gambling (in particular game manipulation and money laundering). At the same time, it is to be ensured that a large part of the income generated with money games flows into the state, with the income from lottery games and sports betting being used for charitable purposes.
