The IBE was founded in Geneva in 1925 as a private organization by prominent psychologists and educators, including Edouard Claparède , Elisabeth Rotten , Adolphe Ferrière and Pierre Bovet . The latter was director of the IBE from 1925 to 1929. The aim was scientific research on public and private education. In 1929 it became the first international organization in the field of education recognized by the League of Nations . The well-known Jean Piaget was appointed director, which he remained until 1967.

Prisoner of War Relief Service (SIAP)

Preparation of books and parcels to be sent to prisoners of war in World War II, part of the SIAP project

The IBE created the Service of Intellectual Assistance to Prisoners of War (SIAP) in 1939 , based on Article 39 of the Geneva Conventions . The service should ensure that prisoners of war received books or other intellectual input. To this end, the IBE worked together with the IRK . By the end of World War II, the IBE had sent over half a million books. A kind of universities and study groups were also organized in camps. The IBE issued postage stamps in 1940 to finance this.

Relationship to and integration into UNESCO

For a long time the IBE was an independent organization. In 1945 UNESCO was established to promote educational programs. In 1952 a permanent joint commission was established to secure the cooperation, e.g. B. organized the International Conference on Public Education . In 1969 the cooperation was further developed to integrate the IBE into UNESCO, in which a certain autonomy was retained. It belongs to the category 1 institutes.
