Investment Support and Promotion Agency of Turkey

The Investment Support and Promotion Agency of Turkey (ISPAT) is the official agency for economic and investment promotion in Turkey and reports directly to the Prime Ministry. It was founded in 2006 by Prime Minister Recep Tayyip Erdoğan, reports directly to him and its task is to present investment opportunities in Turkey to the global business world and to provide assistance to investors. ISPAT operates according to the one stop shop principle.

The authority, based in Ankara and Istanbul, serves as the first point of contact for investors and as an interface to authorities and funding instruments at national, regional and local level. The ISPAT network consists of domestic experts and international representatives in 15 countries: China, Germany, France (plus Belgium and Luxembourg), Great Britain, India, Israel, Italy, Japan, Canada, Kazakhstan, Kuwait, Russia, Spain, United Arab Emirates (as well as Bahrain, Qatar, Kuwait, Oman), and USA.

President of ISPAT is Hüseyin Aslan. The German representative office has been based in Cologne since 2007. Michael Maasmeier, Managing Director of the Counterpart Group, has been the representative of the Prime Ministry in Germany since then.

Ole von Beust , Wolf-Ruthart Born and Rezzo Schlauch have been Senior Advisers at ISPAT since March 2012. The end of their work for the authority announced by hose and von Beust for the end of 2016 was denied by ISPAT in May 2017.

Main tasks

  • Assistance with public approval procedures, especially for foreign investors
  • Support before, during and after the investment phase, especially in dialogue with local and national authorities
  • Logistic support during the settlement process
  • Promotion of investment opportunities at home and abroad that are available to foreign investors in Turkey
  • Marketing and promoting Turkey's image as a location for foreign direct investment ( FDI )
  • Implementation of reforms to improve the general business environment
