The International Year of the Child was proclaimed 1979 by the UN General Assembly in 1976. More attention should be paid to the needs of children around the world. In 1979 working groups were set up which, on the initiative of Poland, worked out a convention on the rights of the child (CRC) at the UN Commission on Human Rights .
