biography

Javier Fernández was born in 1948 in the Asturian mining town of Mieres. After graduating from high school, he studied mining engineering in Oviedo . From 1978 he ran an engineering office with two colleagues before moving to the state mining administration in 1984, where he continued to work when it passed from the responsibility of the Spanish state to that of the Asturias region in 1987 in the course of decentralization. From 1991 to 1995 he was head of the mining department in the regional ministry.

Political career

Fernández joined the PSOE in 1987. From 1996 to 1999 he was a member of the Spanish Chamber of Deputies . When the PSOE came to power in Asturias in 1999, he became Regional Minister for Industry, Trade and Tourism.

In November 2000 he took over the post of Secretary General of the Asturian PSOE, whereupon he gave up the ministerial post. From 2003 to 2012 he was one of the representatives of the Asturias Region in the Spanish Senate and since 2007 also a member of the Regional Parliament of Asturias.

In the regional elections in 2011 and the early regional elections in 2012, he was the top candidate of the Asturian PSOE. On May 23, 2012, he was elected Prime Minister of the region by the regional parliament. He was able to maintain this post after the regional election in 2015.

After the poor performance of the PSOE in the Spanish parliamentary elections on June 26, 2016 and the regional elections in the Basque Country and Galicia on September 25, 2016, the party experienced a serious leadership crisis. First, 17 members of the party executive who were dissatisfied with the course of Secretary General Pedro Sánchez resigned and after a vote defeat in the party council (comité federal) , Sánchez himself also announced his resignation on October 1, 2016. Until the next party congress to be convened, the PSOE will be headed by a ten-person “managing commission” (comisión gestora) . Javier Fernández was appointed as its chairman.
