The Lower Saxony library center in its current form and with its current canon of tasks emerged from the municipal library association Lüneburg-Stade eV, which was founded in 1958 and originally only operated regionally, and the four state departments for public libraries maintained by the state of Lower Saxony. When the four state departments in Lower Saxony were dissolved by a resolution of the state parliament in 1989, the Büchereiverband Lüneburg-Stade eV took over their previous tasks on the basis of a contractually agreed institutional state funding and founded the Lüneburg library center, which was later renamed the Lower Saxony library center due to its state-wide responsibility.
