The Lower Saxony library is a specialist agency for public libraries in Lower Saxony , sponsored by the non-profit and municipal library association Lüneburg-Stade eV It works on a non-commercial basis and is financed by municipal contributions, institutional funding from the State of Lower Saxony and its own funds.
The Lower Saxony library center in Lüneburg also includes the advice center for public libraries in Weser-Ems in Aurich and the advice center for public libraries in southern Lower Saxony in Hildesheim . The Lower Saxony library center supports the work of municipal public libraries in the state of Lower Saxony with its services. Its goals are to improve and secure the range and quality of the public libraries in Lower Saxony, to further develop them innovatively and to strengthen networks and cooperations. The Lower Saxony library center offers libraries advice on all library-related questions, prepares expert reports and statements and supports individual library projects. The Lower Saxony library center in its current form and with its current canon of tasks emerged from the municipal library association Lüneburg-Stade eV, which was founded in 1958 and originally only operated regionally, and the four state departments for public libraries maintained by the state of Lower Saxony. When the four state departments in Lower Saxony were dissolved by a resolution of the state parliament in 1989, the Büchereiverband Lüneburg-Stade eV took over their previous tasks on the basis of a contractually agreed institutional state funding and founded the Lüneburg library center, which was later renamed the Lower Saxony library center due to its state-wide responsibility. The southern Lower Saxony and Weser-Ems counseling centers were then founded to deal with decentralized advisory tasks and affiliated to the Lower Saxony central library as branch offices.
